Introduction :
The Punjab Skill Development Mission (PSDM), operating under the Government of Punjab, has issued a Request for Proposal (RFP) / Expression of Interest (EOI) to invite qualified and capable agencies for participation. The purpose of this initiative is to deploy skilled trainers and helpers to ensure high-quality skill training for the youth of Punjab under the centrally sponsored PM VIKAS scheme. Through this tender, the mission seeks to empanel experienced agencies that can provide competent manpower to multiple training centers across the state for effective implementation of the program.

Purpose of the EOI (Expression of Interest) :
The core aim of this tender is to select and empanel qualified agencies capable of providing ToT (Training of Trainers) Certified Trainers and Peon-cum-Sweepers to approved skill training centers. This initiative focuses on ensuring the smooth and effective execution of skill development programs across relevant job roles, ultimately improving the employability of youth in Punjab. All training and staffing will be aligned with the standards and guidelines prescribed by the respective Sector Skill Councils (SSCs).
Important Dates :
Prospective bidders are required to strictly follow the official schedule issued for the tender process. Every activity must be completed online through the e-procurement portal only, and no offline submissions will be accepted.

Tender Fees & Earnest Money Deposit (EMD) Details :
- Tender Fee: ₹1,000 (Non-Refundable)
- Processing Fee: ₹10,000 (Non-Refundable)
- EMD: ₹50,000 (Refundable), refunded to the successful bidder after submitting the Performance Bank Guarantee (PBG)
- EMD will be forfeited for bid withdrawal, false information, or failure to submit the PBG
- Shortlisted agencies must submit PBG equal to 10% of the total project cost within 7 days of the work order
- PBG must remain valid for 180 days beyond the project completion
- PBG will be forfeited for non-performance or negligence
Scope of Work – Project Responsibilities & Key Deliverables :
- The selected agency must provide one ToT Certified Trainer and one Peon cum Sweeper for every allocated training center.
- Training must be delivered as per the approved curriculum and standards set by the Sector Skill Council (SSC).
- The agency will handle trainer logistics, attendance through AEBAS, and submit weekly/monthly reports, along with support for assessments.
- A minimum 80% pass rate in SSC assessments is required. ₹4,000 penalty per candidate will be applied for any shortfall below the target.
- The agency must deploy all required manpower within 10 days of the work order, otherwise delay penalties will be imposed.
- The agency must ensure discipline, compliance, and adherence to all PSDM rules and instructions throughout the engagement.
Training Partner Eligibility Requirements :
Eligible organizations are required to fulfill the criteria mentioned below:
- The organization must be a registered Company, Partnership Firm, Public Sector Undertaking, Society, Trust, NGO, or Corporation; Sole Proprietorships and Consortiums are not eligible.
- The agency must be established on or before 01-01-2023.
- The agency must have a minimum average annual turnover of INR 1.5 Crore from any business during the financial years 2022-23, 2023-24, and 2024-25.
- The agency must have proven experience in deploying ToT-certified trainers and submit Work Orders, Completion Certificates, Deployment Summaries, and bank statements as proof.
- The agency must submit duly signed and stamped Annexures B, C, and D.
- The agency must have at least one office in Punjab, supported by Rent Deed, Utility Bill, GST Registration, or equivalent documentary evidence.
- The agency must submit a signed and stamped copy of the entire tender document.
Selection Process & Evaluation Criteria for Applicants :
The selection process follows a two-stage evaluation system :
- In the Technical Bid Stage, agencies that meet all eligibility criteria in Annexure-B will be shortlisted.
- In the Financial Bid Stage, the agency that quotes the lowest financial bid (L1) for each job role will be selected.
- The L1 agency will supply resources to all training centers running that job role, as specified in Annexure-A.
Primary Course Focus Areas :
The skill training program will be implemented for multiple job roles and will be delivered across various districts in Punjab, ensuring wider outreach and maximum employment opportunities for eligible candidates.

Training Duration :
- The deployment duration for the manpower, including Trainer and Peon-cum-Sweeper, will be 4 months for each center.
- Each personnel must ensure 8 hours of daily training throughout the deployment period.
Funding Structure Explained :
- The agency must provide a single all-inclusive monthly cost for deploying trainers and helpers across all training centers for the selected job role as specified in Annexure-E.
- Payment will be processed based on the approved financial bid and full compliance with the terms and conditions of the work order.
- Agencies must raise invoices using a Punjab-registered GST number and submit the bills to PSDM within 30 days of selection.
Application Submission Process & Communication Address :
- Applications must be submitted exclusively online via the Punjab e-Procurement Portal: https://eproc.punjab.gov.in.
- Hard copies or submissions via email/other means will not be accepted and will be summarily rejected.
Other Important Terms & Conditions :
- Corrigendum and updates will be published only on www.punjabrozgar.org.in and www.eproc.punjab.gov.in, and no separate communication will be issued.
