Project NAVYAM is designed as a ward-level employment intelligence and skill development initiative to build a data-driven workforce ecosystem in the H/West Ward (Bandra – Khar – Santacruz) of Mumbai. The project aims to identify real employment needs, bridge the skill gap, and connect job seekers with market-ready opportunities. It includes key activities such as conducting a detailed skill gap survey, mapping training institutes with current employer demand, integrating workforce data with the Mahaswayam platform, and developing employment-linked skill training programs to boost local livelihoods and career opportunities.

Scope of Work – Project Responsibilities & Key Deliverables :

Phase 1 :
  • Pre-Survey (6 Weeks) will include ward profiling, cluster mapping, and sector-wise planning, along with questionnaire design in English, Marathi, and Hindi.
  • Training institute and employer mapping will be conducted, supported by the development of a mobile survey app and a Decision Support System (DSS).
  • Enumerators will be recruited and trained for efficient and accurate field execution.
Phase 2 :
  • Survey (6 Weeks) will involve a door-to-door household survey covering around 57,000 households and an AI-enabled self-survey targeting 15,000+ responses.
  • Employer and institute details will be verified, supported by real-time data validation and continuous quality checks.
Phase 3 :
  • Post-Survey Analytics (6 Weeks) will include data cleaning, scoring, and in-depth analysis.
  • Employment readiness indices like EMS, TRS, JRS, IQI, and EQS will be developed to assess outcomes.
  • Dashboards and detailed reports will be generated, followed by integration with the Mahaswayam platform.

Selection Process & Evaluation Criteria for Applicants :

The selection process follows a evaluation system (100 Marks):

  • Financial Strength (15 marks) will be evaluated based on defined turnover slabs.
  • Relevant Experience (35 marks) will be assessed by reviewing similar projects and completed skill surveys.
  • Quality & Strength (10 marks) will focus on team size, staff capability, and valid certifications.
  • Presentation & Demonstration (40 marks) will measure the solution blueprint, methodology, and level of innovation.

Financial Bid Evaluation :

  • Only technically qualified bidders (score ≥60) will have financial bids opened
  • L1 bidder gets 100 marks, others scored proportionally
  • Weightage: Technical (80%), Financial (20%)

Funding Structure Explained :

Milestone-Based :

  • Planning approval will account for 20% of the overall evaluation.
  • Completion of Phase 1 will contribute 20% toward progress assessment.
  • Mid-survey completion at 45% coverage will carry 20% weightage.
  • Completion of Phase 2 will add another 20% to the evaluation score.
  • Completion of Phase 3 will finalize the remaining 20% of the total allocation criteria.

Important Clauses :

  • Performance Bank Guarantee (PBG) must be submitted at 3% of the total contract value.
  • Data privacy compliance is mandatory as per the DPDP Act, 2023.
  • All deliverables and intellectual property will be fully owned by the department.
  • Governing law will be Indian laws, and Mumbai courts will hold jurisdiction.
