Introduction :

The Jharkhand Education Project Council (JEPC), operating under the Government of Jharkhand, has released an Expression of Interest (EOI) / RFP to empanel eligible Vocational Training Providers (VTPs) for the deployment of qualified Vocational Trainers in 272 government schools across Jharkhand. This initiative is focused on integrating NSQF-aligned vocational education into the school curriculum, covering 520 school units funded through PM SHRI, Samagra Shiksha, and State Budget schemes. The program invites experienced skill training partners to deliver industry-relevant, skill-based education across 12 key sectors, including Agriculture, Automotive, Healthcare, Electronics, Tourism, and other high-demand domains.

Purpose of the EOI (Expression of Interest) :

To strengthen employability skills and promote practical skill development among school students by enabling structured training and career-oriented learning opportunities :

  • Delivering industry-aligned vocational training in NSQF-compliant job roles to meet current skill demands.
  • Deploying qualified and certified trainers in schools to ensure effective and quality implementation of training programs.
  • Encouraging hands-on learning through industry visits, internships, and expert guest lectures for real-world exposure.
  • Providing career counselling support along with placement assistance and apprenticeship opportunities to improve employability.

Scope of Work – Project Responsibilities & Key Deliverables :

The selected VTPs will be responsible for:

  • Deployment of Vocational Trainers (VTs) on a full-time basis, with one trainer per school per trade to ensure effective delivery.
  • Recruitment and management of qualified personnel, including hiring, training, and supervising Vocational Trainers (VTs) and Vocational Coordinators (VCs).
  • Industry linkages through guest lectures, industry visits, internships, and job fairs to enhance real-world exposure.
  • Student support services covering career counselling, placements with a minimum 70% placement rate for eligible students, and alumni tracking.
  • Compliance and reporting in line with PSSCIVE and CBSE guidelines, along with monthly progress reports and regular MIS updates.
  • Training and professional development through induction programs and ongoing in-service training for VTs and VCs.

Tender Fees & Earnest Money Deposit (EMD) Details :

  • Earnest Money Deposit (EMD) must be submitted separately for each trade or schedule applied for
    • The EMD amount varies by sector, for example Agriculture – ₹11,15,040 and Electronics – ₹13,57,920.
    • The EMD must be paid through Demand Draft or Bank Guarantee in favor of Jharkhand Education Project Council, Ranchi.
    • MSE exemption is available for eligible service providers as per applicable guidelines.
  • No tender fee, bid participation fee, or auction fee is applicable for this process.
  • Bidders are responsible for all costs related to proposal preparation and submission.

Training Partner Eligibility Requirements :

  • Registered entity such as Company, LLP, Partnership Firm, Society, or Trust with at least 5 years of experience in vocational or skill education.
  • Valid NSDC approval for the period 2023–24 to 2025–26 or empanelment with Jharkhand Skill Development Mission Society (JSDMS).
  • Minimum average annual turnover of ₹10 Crores generated from skill education activities during the last three financial years.
  • Proven experience in executing similar projects for Government departments or PSUs within the previous three years.
  • Average annual training of 5,000 or more youth with a minimum 40% placement rate for trained candidates.
  • Operational presence in Jharkhand or a formal commitment to establish an office within 30 days of award.
  • At least 10 full-time employees dedicated to vocational training operations.
  • Valid industry partnership in place for each trade or job role applied for.

Selection Process & Evaluation Criteria for Applicants :

Two Step Process :

  • Technical evaluation will focus on compliance with mandatory pre-qualification requirements.
    • Submitted documents will be verified, including experience records, financial turnover, and relevant certifications.
    • Where applicable, bidders may be required to give a formal presentation before the Purchase Committee as part of the evaluation process.
  • Financial evaluation will be conducted based on L1 (lowest price) selection, determined by the quoted management charges ranging from 10% to 15% of the VT honorarium.
    • Assessment will be done trade-wise, and a single bidder may be considered for allocation across multiple trades based on eligibility and evaluation results.

Empanelment Process Overview :

  • Technical and Financial Bids must be submitted online through the GeM portal only.
  • Earnest Money Deposit (EMD) is required for each trade applied by the bidder.
  • Technical evaluation and shortlisting will be carried out based on eligibility criteria.
  • Financial bids will be opened only for technically qualified bidders.
  • Letter of Intent (LoI) will be issued to the L1 (lowest) bidders.
  • Service Level Agreement (SLA) will be signed after successful submission of the Performance Bank Guarantee (PBG).

Eligible Beneficiaries Criteria :

  • Students from 272 selected schools will be covered, including 139 PM SHRI schools, 109 Samagra Shiksha schools, and 24 NSCBAV schools.
  • These schools are spread across all 25 districts of Jharkhand, ensuring statewide coverage and equal access.
  • The program will focus on students of Classes 9 to 12, offering NSQF-aligned vocational subjects to support skill-based education and employability.

Total Training Target Overview :

  • A total of 520 Vocational Trainers (VTs) will be deployed across schools as part of the program.
  • 10 Vocational Coordinators (VCs) will be appointed for effective monitoring, supervision, and coordination.
  • Each Vocational Trainer will be responsible for training students in a single trade per school unit.

Program Duration Details :

  • Contract period will be two years, with a provision for extension based on performance and project requirements.
  • Vocational Trainers (VTs) must be initially deployed within 57 days from the date of work order issuance.

Funding Structure Explained with Condition :

  • VT honorarium is fixed at ₹20,000 per month, which is inclusive of EPF and ESI contributions.
  • VC honorarium is set at ₹30,000 per month.
  • Management charges will be applicable at 10% to 15% of the VT honorarium, finalized on an L1 (lowest bidder) basis.
  • Payments will follow a monthly invoicing cycle, with quarterly reimbursement processed within 30 days.
  • No advance payment will be permitted under any circumstances.

Other Important Terms & Conditions :

  • Subletting or consortium participation is strictly not allowed under this bidding process.
  • Bid splitting is not permitted, and bidders must submit bids for all units under the selected trade.
  • Penalties will be imposed for delays in deployment, non-payment of trainers, or any form of non-compliance.
  • A Force Majeure clause is included to address unforeseen and unavoidable circumstances.
