Madhya Pradesh Tourism Board (MPTB) has invited an Expression of Interest (EOI) for the empanelment of qualified individual experts and agencies to identify, design, and develop tourism-linked enterprises while promoting skill development and sustainable livelihood opportunities. This initiative focuses on strengthening Community-Based Rural Tourism in selected tourism villages and clusters spread across various cultural zones of Madhya Pradesh, with the objective of enhancing local employment, inclusive growth, and sustainable tourism development.

Purpose of the EOI (Expression of Interest) :

The primary objective is to promote experiential tourism, strengthen local livelihoods, and ensure active community participation in sustainable tourism development.

  • Identify and promote tourism-linked enterprises to unlock local economic potential.
  • Assess skill gaps and provide customized training programs aligned with industry needs.
  • Strengthen rural tourism ecosystems through improved infrastructure, strategic marketing, and institutional support.
  • Create sustainable livelihood opportunities that empower local communities and generate long-term employment.

Scope of Work – Project Responsibilities & Key Deliverables :

The selected experts/agencies will be responsible for:

  • Baseline and situational analysis will be conducted to assess existing livelihoods, tourism potential, and skill gaps within the target areas.
  • Livelihood identification will focus on tourism-aligned income activities, such as mushroom farming and traditional crafts, to ensure sustainability.
  • Experiential tourism development will include the design of Village Life Experiences (VLEs) like guided village walks, cultural interactions, and local cooking classes.
  • Skill development and entrepreneurship support will involve structured training, asset creation (such as e-rickshaws and telescopes), and linkages with relevant government schemes.
  • Marketing and content creation efforts will cover offline and online promotion strategies, supported by high-quality visual and digital content.
  • Institutional strengthening will be undertaken by supporting Gram Paryatan Samitis and coordinating closely with district administration.
  • Monitoring and documentation will include baseline and endline surveys along with systematic documentation of best practices and impact outcomes.

Training Partner Eligibility Requirements :

For Individuals:

  • Master’s degree in Tourism, Rural Development, or a related discipline is required.
  • Candidates must have a minimum of 7 years of proven experience in community-based initiatives and rural livelihood projects.
  • Prior hands-on experience with Government, NGO, or CSR-funded projects is essential.
  • Strong proficiency in the local language, along with effective facilitation and communication skills, is mandatory.
  • Applicants must own a vehicle and possess essential electronic equipment, including a laptop and mobile phone.

For Agencies:

  • The organization must have a minimum operational history of 7 years, including at least 3 years of active presence in Madhya Pradesh.
  • Applicants should demonstrate an average annual turnover of ₹20 lakh or more during the last three financial years (2022–23 to 2024–25).
  • The bidder must have successfully executed at least two Central or State Government projects related to livelihood or community development within the past five years.
  • A minimum strength of 10 full-time employees is required to ensure effective project implementation.
  • The organization must have the capacity to deploy qualified technical experts in line with the defined scope of work.

Selection Process & Evaluation Criteria for Applicants :

  • Screening based on eligibility and document verification.
  • Evaluation based on:
    • Past experience in similar projects
    • Manpower strength
    • Financial capability
    • Presentation before selection committee
  • MPTB reserves the right to shortlist, reject, or modify the selection process.

Empanelment Process Overview :

  • Submission of the EOI must be completed along with all prescribed formats and documents.
  • Shortlisting of applicants will be carried out based on the defined evaluation and assessment criteria.
  • Selected entities will receive a Letter of Empanelment, followed by the signing of the Empanelment Agreement.
  • Work allotment will be finalized based on the approved proposals and quoted financial terms.

Eligible Beneficiaries Criteria :

  • Individuals from selected tourism villages and clusters who are willing to participate in tourism-linked livelihood opportunities.
  • Potential homestay owners, local artisans, farmers, and service providers seeking to earn through sustainable tourism activities.
  • Members of Gram Paryatan Samitis and other local community institutions actively involved in village-level tourism development.

  • Payments linked to deliverables in four phases:
    • Phase I: 10%
    • Phase II: 40%
    • Phase III: 30%
    • Phase IV: 20%
  • All costs related to EOI submission borne by the applicant.
