Introduction :

Shabari Adiwasi Vitta Va Vikas Mahamandal Maryadit, Nashik, operating under the Tribal Development Department, Government of Maharashtra, has invited an Expression of Interest (EoI) for Skill Development Training. This initiative aims to empanel qualified Training Providers (TPs) to deliver employment-oriented skill training for Scheduled Tribe (ST) youth across Maharashtra as part of the “Eklavya Kushal” program. The EoI for Skill Development Training includes Short-Term Training (STT), Entrepreneurship Development Programs (EDP), and Recognition of Prior Learning (RPL), with a strong focus on enhancing skills, employability, and sustainable livelihood opportunities.

Purpose of the EOI (Expression of Interest) :

  • The primary objective of this EoI for Skill Development Training is to empanel qualified and capable Training Providers for delivering residential and non-residential skill development programs.
  • The initiative aims to equip ST youth with market-relevant, industry-oriented skills to improve employability and encourage self-employment opportunities.
  • The program is implemented in alignment with the PMKUVA scheme and applicable State Government resolutions, ensuring policy compliance and sustainable skill outcomes.

Scope of Work – Project Responsibilities & Key Deliverables :

The selected experts/agencies will be responsible for:

  • Mobilization involves ground-level outreach and counseling of ST youth at the provider’s own cost, with Aadhaar-linked registration through www.eklavyakushal.in.
  • Training delivery must cover NSQF-aligned courses in approved sectors, with batch sizes of 20–30 trainees, including personality development, financial literacy, and hands-on practical sessions.
  • Infrastructure requirements include adequate classrooms, IT labs, and practical labs as per NSDC guidelines; for residential training, lodging and boarding for at least 60 candidates must be provided within 1 km of the training centre.
  • Assessment and certification must include internal evaluations and final certification through MSBSVT/SSC/NCVET-approved agencies.
  • Placement and tracking require a minimum 75% placement or self-employment rate within 2 months of training completion, along with valid placement proofs and 6-month tracking of placed candidates.
  • Reporting and compliance include fortnightly progress reports, Aadhaar-based biometric attendance on the MSSDS portal, and submission of all mandatory records on Shabari’s MIS.

Tender Fees & Earnest Money Deposit (EMD) Details :

  • Earnest Money Deposit (EMD) :
    • ₹2,00,000 (Refundable). Must be submitted online before the bid deadline.
  • Tender Fees :
    • ₹20,000 is non-refundable and must be paid online through NEFT, RTGS, Credit Card, or Debit Card on the official e-Procurement portal.
  • Exemption :
    • Micro and Small Enterprises (MSEs/MSMEs) holding a valid Udyam Registration for skill development services are exempt from Tender Fee and EMD.
    • DPIIT-recognized Startups are exempt from EMD as per applicable guidelines.

Training Partner Eligibility Requirements :

For Govt./Semi-Govt./Recognized Institutes (Clause 9.1):

  • Eligible institutions include KVKs, MSRTC, Government ITIs, Polytechnics, Engineering Colleges, Corporate Training Institutes such as Tata Strive and Mahindra, and Government-approved private institutions.
  • Applicants must submit all required annexures, however they are exempt from the pre-qualification criteria specified under Clause 9.2.

For Other Agencies (Clause 9.2):

  • Legal entity status must be as a registered Company, LLP, Partnership Firm, Society, or Trust.
  • The organization must maintain a positive net worth as on 31.03.2025.
  • Applicants must have a minimum average annual turnover of ₹75 lakhs, generated from skill development activities during the last three financial years (2022–23 to 2024–25).
  • A minimum of 3 years of existence is required, along with experience of training at least 500 candidates in the past 5 years.
  • The entity must be accredited with NSDC or MSSDS / DDU-GKY as a Funded or Non-Funded Partner, or obtain accreditation within 60 days of empanelment.
  • The applicant must have a registered or regional office in Maharashtra with at least 3 years of active operations, or establish the office within 60 days of empanelment.
  • A minimum 75% placement or self-employment record must be demonstrated based on historical performance.
  • Organizations with common promoters or directors are not permitted to submit separate bids.

For DPIIT-Recognized Startups (Clause 9.3):

  • No prior experience, minimum turnover, or EMD requirements are mandatory for eligibility.
  • Selection will be based on capacity, performance, proven track record, and physical presentation.

Selection Process & Evaluation Criteria for Applicants :

The EoI for Skill Development Training will be evaluated in two parts:

Part A: Technical Proposal (80 Marks) :

  • Financial Turnover (15 Marks): Higher marks will be awarded to organizations with an annual turnover exceeding ₹2 crore.
  • Operational Presence in Tribal Districts (15 Marks): Applicants covering more than five tribal districts will receive the highest score.
  • Candidates Trained (10 Marks): Preference will be given to institutions with experience of training over 1,500 candidates.
  • Active Empanelment with Government / PSUs (10 Marks): Additional marks will be granted to bidders empanelled with multiple government bodies or PSUs.
  • Placement Performance (15 Marks): Organizations achieving an 80% or higher placement rate will score maximum marks.
  • Location (10 Marks): Entities having their registered office in Maharashtra will be given preference.
  • Awards / Recognition (5 Marks): Marks will be awarded for recognition received from State or Central Government authorities.

Part B: Technical Presentation (20 Marks)

Covers organizational capability, training methodology, team structure, and infrastructure.

  • Shortlisting: Bidders scoring ≥60/80 in Part A qualify for the presentation.
  • Final Selection: Bidders with ≥70/100 (Part A+B) proceed to Due Diligence (field verification of centres and documents).

Empanelment Process Overview :

  • Submission must be completed online through the Mahatender portal only.
  • Evaluation process includes desk-based assessment, followed by a technical presentation for shortlisted bidders.
  • Due diligence will involve field verification of claims, infrastructure, and submitted documents.
  • Awarded bidders will be required to enter into a 2-year agreement with Shabari Mahamandal.
  • Target allocation will be decided annually based on capacity, infrastructure, and past performance, with Year 2 targets subject to satisfactory performance in Year 1.
  • Performance Bank Guarantee (PBG) of 3% of the Work Order value must be submitted within 15 days of Work Order issuance.

Eligible Beneficiaries Criteria :

  • The program is aimed at Scheduled Tribe (ST) youth from Maharashtra, with a special focus on candidates from 13 tribal-dominated districts as listed in Annexure-14, including Nandurbar, Palghar, Gadchiroli, and Nashik.

Total Training Target Overview :

  • The annual training target will be allocated to empanelled Training Providers based on their available capacity, implementation plan, and overall performance.
  • Each training centre must maintain a minimum capacity of 60 candidates per batch to be eligible for allocation.

Job Roles, Courses, and Key Focus Areas :

Training must be in NSQF-aligned courses from relevant Sector Skill Councils (SSCs). Priority will be given to new-age courses. A tentative list of 157 job roles across 25+ sectors is provided in Annexure-10, including:

  • Green Jobs: Solar PV Installer, EV Charging Technician.
  • Agriculture: Kisan Drone Operator, Precision Farming Technician.
  • Automotive: Electric Vehicle Service Technician.
  • IT-ITES: Web Developer, AR/VR Designer, AI Business Analyst.
  • Healthcare: General Duty Assistant.
  • Tourism & Hospitality: Tour Guide, Guest Service Associate.
  • Handicrafts & Carpets: Handloom Entrepreneur.

Program Duration Details :

  • The training duration will strictly follow the National Occupational Standards (NOS) and Model Curriculum prescribed for each approved job role.
  • Standard cost norms will be applied per hour, per candidate across all eligible programs.

Funding Structure Explained with Condition :

  • Funding Pattern: As per the PMKUVA scheme guidelines.
  • Payment Schedule (for STT):
    • 1st Tranche (30%): On batch commencement with 7 days’ biometric attendance.
    • 2nd Tranche (30%): After training completion & candidate certification.
    • 3rd Tranche (20%): After 75% placement and submission of 3-month employment proof.
    • 4th Tranche (20%): After submission of 6-month employment proof and project closure report.
  • Payment for EDP/RPL: To be decided during the MoU process.
  • Lodging/Boarding: Reimbursed on actuals for residential trainees as per govt. norms.

Other Important Terms & Conditions :

  • EoI validity shall be 180 days, while the agreement period will remain valid for 2 years.
  • Consortium bids are not permitted, and training activities cannot be sublet or operated under a franchise model.
  • Penalties may include financial fines for delays, non-compliance, fake enrollments, and contract termination with PBG forfeiture in case of serious violations.
  • Blacklisting may be enforced due to fraud, financial irregularities, poor performance, or breach of contract.
  • Arbitration of disputes will be conducted under the Arbitration and Conciliation Act, 1996, with Nashik as the seat of jurisdiction.
  • Shabari Mahamandal reserves the right to modify, cancel, or reissue the EoI at any stage without assigning any reason.
