Introduction :

EdCIL (India) Limited, a Government of India Category-I Mini Ratna CPSE under the Ministry of Education, has issued a Request for Proposal (RFP) to onboard experienced partners for delivering Online Degree Programs and professional training in collaboration with recognized premier institutes. This RFP for Skill Development Training seeks to build a panel of qualified service providers capable of designing, developing, and delivering high-quality digital learning solutions for Public Sector Undertakings (PSUs), higher education institutions, and other organizations. The initiative supports the objectives of the National Education Policy by promoting technology-enabled, scalable education to strengthen workforce skills and employability across India.

Purpose of the RFP (Request for Proposal) :

The main objective of this Request for Proposal (RFP) for Skill Development Training is to empanel capable and experienced partners who can work in collaboration with leading institutes such as IITs, IIMs, and other reputed universities to deliver high-quality programs that focus on:

  • Online degree programs, diplomas, and certification courses will be offered through flexible and learner-friendly formats.
  • Executive education and specialized training programs will be designed for PSUs and government departments to meet evolving workforce needs.
  • Professional development courses, faculty development programs (FDPs), and industry-aligned micro-credentials will focus on practical skills and employability.
  • The overall objective is to deliver accessible, industry-relevant, and regulation-compliant training solutions that align with national skill development priorities.

Scope of Work – Project Responsibilities & Key Deliverables :

The selected experts/agencies will be responsible for:

  • Program development and delivery will include the design and execution of online degree programs, executive education, blended learning formats, and industry-focused masterclasses.
  • Partnership management requires proven empanelment with reputed institutes such as IITs and IIMs, along with full compliance with UGC and AICTE guidelines.
  • Technology infrastructure must provide a reliable Learning Management System with live classes, assessments, learner progress tracking, and mobile-friendly access.
  • Training and capacity building will cover leadership development, Faculty Development Programs, bootcamps, hackathons, and specialized skill-based modules.
  • Support services should include learner onboarding, round-the-clock helpdesk support, academic guidance, placement assistance, and end-to-end program management.
  • Deployment on the EdCIL domain will involve secure course hosting on the EdCIL platform, adherence to security standards, and continued post-deployment support.

Tender Fees & Earnest Money Deposit (EMD) Details :

Earnest Money Deposit (EMD) :

  • Amount is ₹1,00,000 (Rupees One Lakh Only).
  • The submission format must be a Bank Guarantee (BG) or Demand Draft (DD) issued by approved banks as per Annexure-XI, and it should remain valid for at least 90 days beyond the bid validity period.
  • MSME or NSIC registered bidders holding a valid registration certificate are exempted, but they must submit a financial solvency certificate issued within the last three months.
  • Forfeiture of the amount will apply in cases of bid withdrawal, non-responsiveness, failure to sign the agreement, or non-submission of the Performance Bank Guarantee (PBG).

Tender Fees :

  • The e-tendering portal registration fee is ₹2,000, which is non-refundable and exclusive of applicable taxes, and covers annual registration on www.tenderwizard.com/EDCIL.
  • There is no separate cost specified for the bid document.

Training Partner Eligibility Requirements :

Pre-Qualification Criteria:

  • The bidder must be a legally registered Indian company under the Companies Act and should have been operational for a minimum of five years; MSMEs are eligible with at least three years of operations. Consortium bidding is not permitted.
  • The applicant should have a minimum average annual turnover of ₹30 crore during the last three financial years (2022–25); for MSMEs, the required turnover is ₹24 crore.
  • The organization must have relevant experience in training at least 1,000 students or working professionals for government or autonomous institutions within the last three years.
  • The bidder is required to have strong technical capability, including an in-house or proprietary Learning Management System (LMS) with learner analytics features and a dedicated mobile application.
  • Applicants must provide documentary evidence of active MoUs or partnerships with a minimum of five premier institutes, preferably those with a NIRF ranking below 25.
  • To ensure organizational integrity, bidders must submit valid declarations and documents confirming non-blacklisting status, financial solvency, and authorized signatory powers.

Selection Process & Evaluation Criteria for Applicants :

A three-stage evaluation process:

  • Pre-Qualification: Document-based scrutiny against eligibility criteria.
  • Technical Evaluation (Scoring – 100 Marks):
    • Company experience & turnover (20 marks each).
    • Number of institute partnerships & individuals trained (20 marks each).
    • Presentation on POC, LMS, and delivery model (20 marks).
    • Minimum qualifying score: 70 marks.
  • Financial evaluation will be conducted only for bidders who qualify in the technical assessment.
  • The evaluation will be based on the EdCIL Administrative Charge Percentage quoted by each bidder.
  • Bidders quoting the highest percentage (H1) will be empanelled, while other qualified bidders may be invited to match the H1 price for consideration.

Empanelment Procedure :

  • Technically qualified bidders offering the highest administrative charge percentage (H1) will be empanelled.
  • The empanelment period will be valid for one year and may be extended by an additional year based on performance review.
  • Work orders will be issued on a project-wise basis, and EdCIL will deduct its administrative charges from the total project cost.
  • Empanelled partners are required to present their proposals to end clients, and work orders will be issued at the sole discretion of the client.

Eligible Beneficiaries Criteria :

  • Employees working in Public Sector Undertakings (PSUs) and Government departments.
  • University students and faculty members from academic institutions.
  • Working professionals interested in executive education and career-oriented skill development.
  • Learners enrolled in specialized training areas such as digital transformation, artificial intelligence, cybersecurity, and leadership development.

Total Training Target Overview :

Not specified as a fixed number. Targets will be project-based, determined by individual work orders with end-clients.


Job Roles, Courses, and Key Focus Areas :

  • The programs cover a wide range of domains, including Management, AI/ML, Cybersecurity, Finance, Leadership, Digital Transformation, Marketing, Human Resources, Operations, Information Technology, and Law.
  • Multiple program formats are offered, such as online degree programs, diplomas, certifications, executive training, faculty development programs (FDPs), bootcamps, and hackathons.
  • The target audience spans from entry-level professionals to senior leadership, including executives, general managers, and assistant general managers.

Program Duration Details :

  • Empanelment period will be one year, with a provision for extension by an additional year, subject to performance and approval.
  • Program duration will be defined as per the specific requirements of each approved course.
  • Work order validity will be governed by the terms and conditions mentioned in the individual contract.

Funding Structure Explained with Condition :

  • Payment model will follow a back-to-back basis, released only after funds are received from the end client or candidates.
  • Monthly invoices shall be raised by the bidder to EdCIL, after deducting EdCIL’s applicable administrative charge.
  • EdCIL’s administrative charge must be at least 10% of the total project cost; any bid offering less than 10% will be rejected.
  • Penalties will be applied for SLA violations, such as LMS uptime below 99.5% or delays in incident resolution, with total penalties capped at 10% of the work order value.
  • A Performance Bank Guarantee (PBG) equal to 3% of each work order value must be submitted within 14 days of work order issuance.

  • Two Envelop System:
    • Envelope 1 (Technical Bid): Contains compliance sheets, declarations, financial statements, work orders, power of attorney, EMD scan.
    • Envelope 2 (Financial Bid): Contains Financial Bid Form-1 with the quoted administrative charge percentage.
  • Offline Submission: Original EMD (BG/DD), Power of Attorney, and Non-Blacklisting Certificate must be sent via sealed envelope to EdCIL’s address before the online bid opening.

Other Important Terms & Conditions :

  • Governing law shall be Indian law, with the seat of arbitration in New Delhi under IIAC.
  • Confidentiality must be strictly maintained for all client and project-related information.
  • Liability will be limited to the total contract value, excluding cases of wilful misconduct or breach of confidentiality.
  • Termination may occur due to default, fraud, corrupt practices, or insolvency proceedings under IBC 2016.
  • SLA compliance requires 99.5% system uptime, defined incident resolution timelines, and applicable penalty clauses.
  • The bidder is responsible for all applicable taxes, while EdCIL will reimburse only GST as per the submitted invoice.
  • Under the fall clause, quoted rates must not exceed those offered to other PSUs or Government departments for similar services.
