Purpose of the RFP (Request for Proposal) :

The main objective of this initiative is to provide SC/ST women with professional tailoring skills that support self-employment and long-term livelihood opportunities. The program is structured as a practical and intensive training model, focused on real-world application and measurable outcomes, so that participants develop market-relevant skills aligned with current employment and business needs.

Tender Fees & Earnest Money Deposit (EMD) Details :

Earnest Money Deposit (EMD) :

  • EMD amount is ₹5,000, as mentioned in the Schedule of Requirements.
  • Payment of EMD must be made through electronic mode on the e-procurement portal, including Credit Card, Direct Debit, NEFT, or OTC options.
  • EMD will be forfeited if the bidder withdraws after bid opening, does not accept price corrections, or fails to sign the agreement or submit the required performance security.

Training Partner Eligibility Requirements :

  • The applicant must be a registered firm with the required certifications.
  • A valid GST registration certificate is mandatory.
  • The firm should have a minimum annual turnover of ₹1 lakh in at least one of the last three financial years.
  • Applicants must have prior experience in conducting similar training programs with a minimum project value of ₹0.5 lakh, supported by a work order or completion certificate.
  • The firm must not be blacklisted by the Government of Karnataka.

Selection Process & Evaluation Criteria for Applicants :

A three-stage evaluation process:

  • Technical evaluation will assess compliance with tender requirements, past project experience, and operational capability.
  • Financial evaluation will focus on competitive pricing, overall cost efficiency, and financial strength.
  • Post-qualification review will include verification of submitted documents and assessment of execution capability.

Empanelment Procedure :

  • Tender submission must be completed online through the Karnataka e-Procurement Portal only.
  • A preliminary review will be conducted to check completeness and basic compliance of all bids.
  • Eligible tenders will undergo a detailed evaluation and comparative assessment as per the prescribed criteria.
  • Post-qualification verification will be carried out to validate bidder credentials and documents.
  • The contract will be awarded to the lowest evaluated and responsive bidder meeting all requirements.

Eligible Beneficiaries Criteria :

  • Scheduled Caste (SC) and Scheduled Tribe (ST) women who are permanent residents within the Rammanahalli Town Panchayat area are eligible to benefit under this initiative.

Total Training Target Overview :

The training program will enroll a total of 24 women trainees under this initiative.

  • Course Name: Self-Employed Tailor Training
  • Skills Covered: Training includes basic to advanced tailoring techniques, stitching methods, garment making, and practical self-employment management skills to support sustainable income generation.

Program Duration Details :

  • Total training duration is 180 hours per student, designed to ensure adequate learning and skill development.
  • The training schedule will be conducted for 4 hours per day over a period of 45 days, allowing consistent and structured instruction.

Funding Structure Explained with Condition :

  • Contract Price: As quoted by the bidder.
  • Payment Terms:
    • 80% on delivery of goods/services and submission of required documents.
    • 20% after final acceptance and issuance of acceptance certificate (within 30 days).
  • Prices are fixed and non-variable.

Other Important Terms & Conditions :

  • Tender documents and all official correspondence must be in Kannada, and certified translations are acceptable where required.
  • Tenders will remain valid for 90 days from the submission deadline.
  • Performance security equal to 5% of the contract value must be submitted within 21 days of the award.
  • Liquidated damages will be charged at 0.5% per week of delay, subject to a maximum of 10% of the total contract price.
  • The contract may be terminated in cases of default, fraud, or non-performance.
  • The governing law for the contract shall be the laws of India.
  • The supplier will be responsible for all applicable taxes and duties.
