Introduction :

Telecommunications Consultants India Limited (TCIL) has released a Notice Inviting Tender (NIT) to appoint a Backend Implementing Agency for delivering training and capacity-building programs for Scheduled Caste trainees at Dr. Babasaheb Ambedkar Research & Training Institute (BARTI), Pune.

This EOI for skill development training is open only to TCIL-empaneled vendors, including System Integrators and Start-ups, who are registered under approved categories such as IT Resources, Technical Manpower, Project Management, IT-FMS, and Skill Development & Training.

Purpose of the EOI (Expression of Interest) :

The main purpose of this skill development RFP is to engage a capable and experienced agency to deliver well-structured training and capacity-building programs specifically for Scheduled Caste youth across Maharashtra. The initiative focuses on improving employability, encouraging entrepreneurship, and creating long-term livelihood opportunities through practical, outcome-oriented skill training.


Scope of Work – Project Responsibilities & Key Deliverables :

The selected experts/agencies will be responsible for:

  • Mobilization, counseling, and selection of eligible Scheduled Caste candidates will be carried out in a structured and transparent manner.
  • Training batches will begin as per schedule, with each batch consisting of 30 to 50 trainees.
  • Skill training will be delivered across six approved courses, including Telecom Grameen Udhayami, Optical Fiber Technician, and Digital Marketing Manager.
  • Continuous monitoring and evaluation will be conducted throughout the training period to ensure quality and outcomes.
  • Certification will be provided through third-party assessment agencies aligned with NSDC guidelines.
  • Post-training support will include placement assistance and tracking of candidate outcomes for a period of six months.
  • Stipend management will be handled as per applicable norms, along with strict compliance to prescribed branding guidelines.

Training Partner Eligibility Requirements :

Financial Criteria:

  • The applicant must have an average annual turnover of at least INR 3.25 crore over the last three financial years. For MSEs and Startups, the required turnover is INR 2.71 crore.
  • The organization should maintain a positive net worth as of the most recent financial year.
  • The applicant must have recorded profit before tax in at least two out of the last three financial years.

Experience Criteria:

  • Applicants must have completed relevant skill development projects within the last seven years.
  • Eligibility can be met by completing two similar works, each costing at least INR 3.25 crore (INR 2.71 crore for MSEs and Startups).
  • Alternatively, eligibility can be met through one similar work costing at least INR 4.34 crore (INR 3.80 crore for MSEs and Startups).
  • Similar work means the implementation of skill development programs for any Government organization, CPSU, or State PSU in India.

Infrastructure & Manpower:

  • Each of Maharashtra’s 36 districts must have at least one operational training center.
  • A minimum of 72 qualified trainers must be actively deployed across Maharashtra.

Make in India Compliance:

  • Must submit a Make in India Undertaking with local content calculation.

Consortium Bidding:

  • Allowed with a maximum of three partners. Lead partner must meet turnover and experience criteria.

Selection Process & Evaluation Criteria for Applicants :

  • Technical bids must fully comply with all prescribed eligibility and qualification criteria to be considered responsive.
  • Financial evaluation will be carried out based on the Price Bid Schedule, and the bidder quoting the lowest price (L1) will be selected.
  • For projects involving both capital and operational costs spread across multiple years, evaluation will be conducted using an NPV-based assessment method.

Empanelment Process Overview :

  • This NIT is exclusively open to vendors already empaneled with TCIL under the relevant and approved categories. Applications from non-empaneled vendors will not be eligible and will therefore not be considered during the evaluation process.

Eligible Beneficiaries Criteria :

  • Eligible applicants must be Scheduled Caste youth between 18 and 35 years of age.
  • Candidates should hold a valid caste certificate, Aadhaar card, Maharashtra domicile certificate, along with required educational qualifications.
  • Applicants must be currently unemployed and should not have previously availed training benefits under BARTI or TCIL.

Total Training Target Overview :

  • The training programs must be conducted across all 36 districts of Maharashtra, including rural and semi-urban areas.
  • Implementation will be carried out in a batch-wise manner to enable scalable and wider outreach.

Program Duration Details :

  • The project implementation period will be 11 months, starting from the date of award.

Funding Structure Explained with Condition :

  • Payment Terms: Back-to-back with client (BARTI).
  • Payment Milestones:
    • 30% on commencement after submission of trainee profiles.
    • 30% after one month of training completion.
    • 20% on course completion + 100% assessment fee.
    • 20% on achieving 50% placement/self-employment outcomes.
  • Performance Security: 3% of contract value via Bank Guarantee, FDR, or Insurance Surety Bond.
  • GST Compliance: Bidder must comply with GST regulations; non-compliance may lead to financial recovery.

Other Important Terms & Conditions :

  • The Integrity Pact will apply in accordance with the terms of the empanelment agreement.
  • A Non-Disclosure Agreement (NDA) must be signed whenever required by the client.
  • Liquidated damages will be imposed on a back-to-back basis, as applicable under the contract.
  • TCIL reserves the right to terminate the contract in cases of non-performance or default.
  • Non-performing vendors may be blacklisted or debarred for a period of up to two years.
  • GST compliance is mandatory, and any loss of input tax credit (ITC) caused by vendor default will be recovered from the vendor.
  • The bidder is required to maintain strict confidentiality of all project-related information
