This Request for Proposal (RFP) seeks NGOs that can run effective projects to improve Foundational Literacy and Numeracy (FLN) skills among out-of-school girls aged 6–14 years, especially those from marginalized, tribal, and economically disadvantaged communities.
This initiative supports the United Nations Sustainable Development Goal 4 (Quality Education). Its goal is to provide fair and inclusive education opportunities for people in underserved areas across India.

Purpose of the Request For Proposal (RFP) –
The main purpose of this SBI Foundation CSR RFP are to:
- Find and bring back girls aged 6–14 who are not attending school, helping them rejoin the education system.
- Improve basic reading, writing, and math skills among girls from disadvantaged or at-risk backgrounds.
- Encourage education models that support both girls and boys equally, removing cultural and economic barriers.
- Develop community-based education programs that can be easily adapted and expanded to different areas.
- Create practical, research-backed plans to enhance learning outcomes in line with the NIPUN Bharat Mission and NEP 2020.

Earnest Money Deposit (EMD) & Tender Fees :
There is no Earnest Money Deposit (EMD) and no tender fee applicable for participation. NGOs will bear their own costs for proposal preparation and submission.
Project Tasks and Responsibilities :
Under this project, NGOs are expected to implement Foundational Learning Programs for out-of-school girls through community-based interventions across selected priority districts in states such as Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Odisha, West Bengal, Jharkhand, Chhattisgarh, and Assam.
Key Components of Work:
- Baseline and Community Diagnostics
- Identify out-of-school girls, assess learning gaps, and map local community resources.
- Community Mobilization
- Conduct campaigns to raise awareness on girls’ education and gender equality.
- Remediation & Learning Support
- Design FLN bridge courses, learning camps, and peer mentoring sessions.
- Teacher Training & Capacity Building
- Train teachers in inclusive pedagogy and FLN practices; promote continuous professional development.
- Policy and Scheme Linkages
- Connect beneficiaries to government programs like NIPUN Bharat, Beti Bachao Beti Padhao, and Samagra Shiksha Abhiyan.
- Monitoring, Evaluation, and Learning (MEL)
- Conduct pre/post assessments, track retention, and measure learning outcomes.
- Sustainability and Scale-Up
- Create ownership through parent committees, volunteers, and local institutions.
Eligible Beneficiaries :
- Primary Target Group: Out-of-school girls aged 6–14 years.
- Secondary Beneficiaries: Teachers, school leaders, parents, and community members.
- Priority Communities:
- Tribal populations, Particularly Vulnerable Tribal Groups (PVTGs), and other marginalized castes.
- Families with an annual income ≤ ₹3,00,000.
Overall Goal and Reach :
- Each NGO will cover about 50–55 locations in up to two nearby states.
- In every district, at least 500–1,000 out-of-school girls will be supported.
- The main goal is to help thousands of girls across more than 8 states return to school and build strong educational foundations.
Job Roles / Courses / Key Focus Areas :
The program aims to strengthen Foundational Literacy and Numeracy (FLN) by focusing on:
- Building core skills in reading, writing, understanding, and basic math.
- Developing life skills, digital knowledge, and self-confidence.
- Training teachers and providing support for remedial learning.
- Aligning all FLN activities with NEP 2020 and NIPUN Bharat guidelines.
Duration of Project :
The funding support period is 1 to 3 years (2025–2028), depending on project scope and outcomes.
Funding and Payment Conditions :
- Project Budget Range: ₹50 lakhs – ₹3 crore.
- Disbursement: Released quarterly or half-yearly upon submission of verified activity and utilization reports.
- Grant Utilization:
- All transactions must be through a dedicated SBI bank account.
- NGOs must submit monthly updates and quarterly progress reports.
- Agreements: Selected partners will sign an MoU and Non-Disclosure Agreement (NDA) with SBI Foundation.
Selection Criteria :
Proposals will be evaluated based on:
- Alignment with the FLN framework and project objectives.
- Quality and innovation in the implementation plan.
- Monitoring and Evaluation framework.
- Prior experience in similar geographies and populations.
- Organizational governance and financial soundness.
- Impact potential and sustainability model.
- Proven evidence of improving enrolment, retention, and learning outcomes.
Empanelment & Evaluation Procedure :
- Submit your online proposal before 21st October 2025.
- Proposals will be shortlisted based on eligibility and required documents.
- Shortlisted applicants will present their proposal to the SBI Foundation’s internal committee.
- After evaluation, final selections will be made and an MoU or Grant Agreement will be signed.
- Once approved, funds will be disbursed, followed by regular performance reviews.
Eligibility Criteria for NGOs / Training Partners :
- Be a registered non-profit (Trust, Society, or Section 8 Company) in India.
- Have minimum 5 years of experience in FLN, remedial education, or girls’ education.
- Show a proven track record of measurable improvement in literacy and numeracy outcomes.
- Have annual revenue:
- ₹2 crore (for projects ₹50L–₹1Cr), or
- ₹5 crore (for projects above ₹1Cr).
- Have no political or religious affiliations and not be blacklisted by any agency.
- Submit due diligence documents (12A, 80G, CSR-1, PAN, audited reports, etc.).
- Demonstrate experience with:
- Government convergence (NIPUN Bharat, Samagra Shiksha).
- Community mobilization and inclusion programs.
- Implementing projects in underserved or tribal areas.
