Objectives of EOI :

The main goal of this EOI is to select skilled and experienced Training Partners in all districts of Assam. These partners will help provide effective training to beneficiaries, which is an important part of the PMFME Scheme. The program aims to strengthen the skills of individual entrepreneurs and SHG members, helping them access credit, formalize their businesses, and become part of the organized food processing supply chain.

Scope of Works :

The empanelled Training Partners will be responsible for the following:

  • Conducting Physical Trainings: Organize and deliver in-person training sessions for beneficiaries at the district and block levels.

    • 3-Day (24 hours) Training: For Credit Linked Subsidy beneficiaries (individuals or groups) recommended by the District Level Committee (DLC).
    • 1-Day (8 hours) Training: For SHG members receiving Seed Capital under the PMFME Scheme.
  • Engaging Trainers: Use certified Master Trainers (MTs) and District Level Trainers (DLTs) under PMFME. Training Partners (TPs) can also suggest new candidates for DLT certification.
  • Logistics & Coordination: Handle trainee outreach, form batches (maximum 30 participants), arrange suitable venues with presentation facilities, and manage rescheduling if needed.
  • Administrative Tasks: Upload training data to the NIFTEM portal, verify attendance with government officials, and distribute certificates to trainees.
  • Documentation & Billing: Submit all required documents and photos, and raise bills both online (Training Portal) and in hard copy to the SNA, following PMFME cost guidelines.

Eligibility Criteria for Training Partners :

Eligible organizations must meet the following criteria:

  • Private Entities: Should be registered with PMKVY, NSDC, or FSSAI and have experience in food processing skill development.
  • Government Entities: Government institutes that provide vocational training or capacity building in food processing.
  • Registration: Must have valid registration documents like Society/Company registration, MoU, or Trade License.
  • Experience: Should have prior experience working in Assam, preferably with offline food processing training (note: Hotel Management/F&B services experience does not count).
  • Local Presence: Must have a registered office in Assam.

Selection Process :

  • Phase 5: Work Allocation Work will be assigned based on operational convenience, fair workload sharing, and suitability. Empanelment does not guarantee immediate work. Performance will be reviewed every quarter.

Empanelment Procedure :

Empanelment means getting listed as a qualified vendor. Once empanelled, AIDC’s Internal Selection Committee will assign specific tasks to the vendors based on the district’s needs and the vendor’s past performance.


Total People to Be Trained :

The Government of Assam has a target to bring 12,778 individual enterprises under credit-linked subsidy and formalization under the PMFME Scheme. The training partners will be responsible for training a significant portion of these beneficiaries and the SHG members.

The training curriculum focuses on:

  • Enterprise Development Program (EDP): Covering business and entrepreneurial skills.
  • Food Processing: Practical and theoretical aspects of various food processing domains, including:

    • Bakery & Confectionery
    • Milk & Dairy

Duration of Training :

  • For Credit Linked Beneficiaries: 3 Days (24 hours)
  • For Seed Capital SHG Beneficiaries: 1 Day (8 hours)

Funding & Payment Conditions :

The cost details for both types of training can be found in Annexure 3 and Annexure 4 of the Revised Capacity Building Guidelines on the PMFME website. Training Partners should submit their bills along with the necessary documents online through the Training Portal and also provide a hard copy to the SNA for payment processing.


Mode of Submission & Address :

Applicants must follow a three-stage submission process:

  • Online Registration (Mandatory): Register on the PMFME portal (https://pmfme.mofpi.gov.in) or NIFTEM-T portal (https://niftem-t.ac.in) between October 17, 2025, and November 6, 2025.
  • Soft Copy Submission: Email the complete proposal (in Annexure 1 & 2 format) with all supporting documents (as per Annexure 3) to contact.pmfmeassam@gmail.com with a copy to spmuassam.pmfme@gmail.com by November 6, 2025. Subject Line: Application for engagement of Training Partner for Assam under PMFME Scheme 2025.
