Introduction :
The National Commission for Women (NCW) has invited a Request for Proposal (RFP) to select a professional and qualified Training Partner for conducting a large-scale Self-Defense Skill Development Program for women. This initiative comes under Mission Shakti, Odisha, with the main goal of empowering women of Self Help Groups (SHGs) by improving their personal safety, self-confidence, and physical readiness through well-structured self-defense training.
This pilot program will train 5,000 women across five districts, and based on successful outcomes, the project may be scaled up in the future.

Purpose of the EOI (Expression of Interest) :
The aim of this Skill Development Tender is to empower 5,000 Mission Shakti Women SHG members across the districts of Khordha, Keonjhar, Balangir, Cuttack, and Puri by providing professional self-defense training. This initiative focuses on building confidence, safety awareness, and real-life emergency handling skills among women. By enhancing their personal protection abilities, the program supports the overall safety of women and promotes a safer and stronger society.

Tender Fees & Earnest Money Deposit (EMD) Details :
- The Earnest Money Deposit (EMD) for this tender is ₹4,60,000/- (Four Lakh Sixty Thousand only).
- The EMD can be submitted through a Demand Draft, Banker’s Cheque, Fixed Deposit Receipt (FDR), or Bank Guarantee issued by any scheduled commercial bank in favour of “PAO, National Commission for Women”, payable at New Delhi.
- MSME, NSIC, and DPIIT-recognized Startups are eligible for EMD exemption, provided they upload and submit valid supporting documents.
- The EMD validity period must extend 45 days beyond the bid validity, making the total bid validity 120 days.
- The EMD amount will be forfeited if the bidder withdraws or alters the bid during the validity period, or fails to sign the contract or submit Performance Security after award of work.
- As per the RFP, no tender fee has been specified for participation.
Scope of Work – Project Responsibilities & Key Deliverables :
The appointed Training Partner will play a key role in empowering women by delivering self-defense and skill development training across Odisha. The scope of work includes:
- Conducting 12-day Self-Defense Workshops (4 hours per day) across 5 districts of Odisha.
- Training 5000 Women SHG Members in multiple batches of 30–40 participants each.
- Delivering a well-structured curriculum focused on practical defense techniques, situational awareness, and the use of everyday objects for personal safety.
- Providing Self-Defense Kits (pepper spray, stinger, whistle, safety alarm) along with Course Completion Certificates to all trainees.
- Organizing 12 hours of Orientation Sessions and a 36-hour Bridge Course to enhance learning and confidence.
- Offering additional support services such as mobilization, Aadhaar enrollment, and bank linkage for trained beneficiaries.
- Maintaining complete attendance records, photo documentation, and submitting periodic progress reports and a final report.
Training Partner Eligibility Requirements :
Eligible organizations are required to fulfill the criteria mentioned below:
- To apply, only legally registered organizations that have been actively operating for at least 5 years will be considered. Applicants must have a minimum of 2 years of experience in skill development training and at least 1 year of experience in self-defense training in collaboration with Government institutions.
- The organization should have a proven track record of conducting training programs in Odisha continuously for over 5 years and must have successfully trained at least 500 women beneficiaries under Mission Shakti, Odisha.
- Additionally, the applicant must have completed Mission Shakti projects within the last 3 years with a project value of ₹1 crore or more, and should also maintain an average annual turnover of ₹1 crore during the previous 3 financial years.
- Only organizations registered under both the Income Tax Act and GST Act are eligible. The applicant must also not be blacklisted and must have no ongoing disputes or litigation with any government body.
- Furthermore, the organization should have a minimum of 10 qualified female trainers, ensuring deployment of at least 2 trainers per training batch.
Selection Process & Evaluation Criteria for Applicants :
The evaluation process will be carried out on a total Technical Score of 100 marks. To be considered further, bidders must first fulfill all mandatory eligibility requirements. After qualifying the eligibility stage, the scoring will be done as per the detailed marking criteria given below.

- To qualify for project allocation, applicants must score at least 50 marks in the evaluation process. The available target will be assigned only to the top three bidders who secure the highest scores among all participants.
Empanelment Process Explained :
The empanelment process for this EOI on Skill Development will take place in the following steps:
- Technical Evaluation – The NCW Evaluation Committee will examine and score all submitted proposals based on the specified eligibility and evaluation criteria.
- Letter of Intent (LoI) – The highest-scoring applicant will receive a Letter of Intent from the competent authority at NCW.
- Letter of Award (LoA) – A formal Letter of Award will be issued, and the selected training partner must sign and return it within 3 days.
- Contract Signing – After the LoA is accepted, the official contract will be prepared and executed to begin the partnership.
List of Eligible Beneficiaries – People Who Can Receive Benefits Under This Program :
- The training and support program is specially designed for women members of Self Help Groups (SHGs) enrolled under the Mission Shakti initiative in Odisha.
- It is open to women aged between 18 and 40 years, ensuring opportunities for young and aspiring entrepreneurs.
- The program will be implemented across five major districts of Odisha – Khordha, Keonjhar, Balangir, Cuttack, and Puri, creating wider access for beneficiaries in these regions.
Overall Training Target – Total Number of Participants to be Skilled :
- Total Beneficiaries: 5000 women SHG members.
- Distribution: 1000 beneficiaries per district.
Primary Course Focus Areas :
- Course Title: Self-Defence Workshop
- This workshop offers complete self-defense training designed to help participants stay safe in real-life situations. The program covers:
- 360° Defense skills along with slap, punch, and kick protection techniques
- Defence against chokes, wrist grabs, bear hugs, and hair-pulling attacks
- Ground-level escape techniques and smart use of everyday objects for self-protection
- Situational awareness training and powerful vocal skills to handle emergencies confidently
Training Duration :
- Training Duration: 12 consecutive days per batch
- Total Hours: 48 hours (12 hours – Orientation; 36 hours – Bridge Course)
- Project Timeline: December 2025 to March 2026
- Compliance Condition: Completion of the entire training component is mandatory within the prescribed timeline.
Funding Structure Explained :
- The approved cost per participant is ₹4,600, which includes mobilization, training, self-defense kit, and final assessment.
- Payments to the selected training partner will be released in three stages:
- 1st Payment – 30%: Provided after the training program officially begins
- 2nd Payment – 30%: Released after meeting the mid-term deliverables
- Final Payment – 40%: Issued once successful candidates receive certification
All payments will include mandatory TDS deductions and will be processed through electronic transfer after submission and verification of valid invoices and reports.

Other Important Terms & Conditions :
- The bid will remain valid for 120 days from the date of bid opening, and applications submitted after the valid period will not be considered.
- All documents, data, and information created during the project will be the property of NCW, and cannot be used or shared without approval.
- Applicants must ensure no conflict of interest at any stage of the project. Any conflict—whether hidden or discovered later—will lead to immediate disqualification.
- In case of delays caused by unexpected or uncontrollable circumstances (Force Majeure), the training partner will not be held responsible.
- Any dispute or disagreement will first be resolved mutually, and if unresolved, the matter will be taken to arbitration in Delhi under the Arbitration and Conciliation Act, 1996.
- NCW reserves full rights to monitor training programs and verify quality standards at any time. The training partner is fully responsible for the safety and security of all participants during the training period.
