The National Scheduled Tribes Finance and Development Corporation (NSTFDC), operating under the Ministry of Tribal Affairs, is now inviting proposals from qualified agencies for Hiring an Implementation Partner to execute CSR projects across India. These CSR initiatives focus on improving education, digital learning access, infrastructure development, and capacity-building in Eklavya Model Residential Schools (EMRS) situated across 26 States and Union Territories.

Through this call for proposals, NSTFDC aims to utilize CSR funds from donor organizations by engaging a reliable and experienced agency capable of delivering large-scale education improvement and social development programs with a strong framework for project execution, monitoring, and compliance.

Purpose of the EOI (Expression of Interest) :

The main goals of this CSR initiative focus on creating a strong and sustainable impact across 497 operational EMRS institutions. The program aims to enhance learning outcomes, upgrade classroom infrastructure, expand digital accessibility, and support overall student wellbeing.

It includes the delivery of goods, IT equipment, tablets, sanitary facilities, and essential support services as per approved standards. The initiative will also introduce professional mentorship programs, teacher capacity-building sessions, and residential boot camps to strengthen the academic ecosystem.

To maintain transparency and credibility, the project will ensure detailed documentation, timely reporting, proper branding, and full statutory compliance under Companies Act CSR regulations. Additionally, the mission will support NSTFDC in engaging and mobilizing more CSR donor organizations to widen the development outreach.

Earnest Money Deposit (EMD) :

  • The security deposit amount is ₹1,80,00,000/- (One Crore Eighty Lakhs Only).
  • Payment can be made via Demand Draft or Bank Guarantee with a minimum validity of 3 months.
  • Exemption is applicable for valid MSE-registered agencies, as per eligibility guidelines.

Bid Processing Fees Details :

  • The application requires a fee of ₹2,360/- (₹2,000 + 18% GST) for participation.
  • The payment is non-refundable and must be paid in favour of NSTFDC, New Delhi.
  • The fee is fully exempted for MSE agencies, providing financial benefit to eligible micro and small enterprises.

Scope of Work – Project Responsibilities & Key Deliverables :

The Implementation Agency is responsible for delivering CSR-funded development projects across 497 EMRS schools, ensuring meaningful impact in education, health, digital access, and capacity-building initiatives.

Core Responsibilities of the Agency:

  • Prepare detailed DPRs and submit them to CSR donor organizations for approval
  • Manage complete project execution — including procurement, installation, training, monitoring, and documentation
  • Supply high-quality goods & services, such as desktops, UPS systems, tablets with learning content, sanitary pad machines, charging carts, and other essential resources
  • Facilitate mentorship programs, teacher capacity-building, and residential learning boot camps conducted at IITs, IIMs, NITs, and other top institutions
  • Submit utilization certificates, progress reports, videos, photographs, and other compliance documents in a timely manner
  • Provide publicity and branding materials in line with CSR communication guidelines
  • Maintain quality, sustainability, and a minimum 2-year AMC (Annual Maintenance Contract) for all supplied equipment
  • Ensure strict compliance with CSR rules under the Companies Act
  • Support NSTFDC in expanding and strengthening CSR partnerships for long-term development

Training Partner Eligibility Requirements :

Pre-Qualification Criteria:

  • Must have a minimum of 5 years of legal existence as a registered organization.
  • Should have successful experience in at least 3 projects with Government / PSUs / Autonomous Bodies / Institutions of National Importance.
  • Must have executed at least one CSR or development sector project across multiple states.
  • Organization should not be blacklisted in the last 3 years under any authority or department.
  • Must hold valid GST registration, PAN, and EPF/ESI compliance (where applicable).
  • Should maintain an average annual turnover of more than ₹10 Crores in the last 3 financial years.
  • Mandatory submission of audited financial statements for FY 2022–23, 2023–24, and 2024–25.
  • Required submission of EMD and processing fees (unless exempted as per guidelines).
  • Must include self-attested documents and an authenticity affidavit to verify credentials.

Selection Process & Evaluation Criteria for Applicants :

The selection process will follow a Two-Stage Quality and Cost Based Selection (QCBS) Model to ensure fair, transparent, and performance-driven evaluation.

Stage 1 – Technical Evaluation (70% Weightage) :

  • Annual Turnover
  • Manpower Strength & Team Capacity
  • Experience in CSR / Government Projects
  • Value & Scale of Previous Assignments
  • Presentation on Implementation Strategy & Work Plan

Stage 2 – Financial Evaluation (30% Weightage):

  • Bids will be reviewed based on the Lowest Financial Quote (L1) and comparative scoring to ensure cost-effectiveness.

The bidder who secures the highest overall QCBS score after combining technical and financial scores will be declared the final winner of the allocation.


Empanelment Process Explained :

  • Submission of three sealed envelopes containing:
    • Pre-Qualification Bid
    • Technical Bid
    • Financial Bid
  • Scrutiny of Pre-Qualification documents to verify bidder eligibility
  • Technical Evaluation & scoring of qualified bidders based on defined criteria
  • Opening of Financial Bids only for bidders who successfully clear the technical stage
  • QCBS (Quality & Cost-Based Selection) scoring to determine the final ranking and award of contract
  • Signing of Contract by the selected bidder after confirmation
  • Submission of Performance Security — 5% of the total project value to officially initiate the project

List of Eligible Beneficiaries – People Who Can Receive Benefits Under This Program :

  • Students of Eklavya Model Residential Schools (EMRS) from 26 States/UTs will benefit from the programme.
  • Teachers of EMRS institutions will be included for academic and professional development.
  • High school students will gain exposure through entrepreneurship boot camps.
  • Tribal youth will be supported through education, digital access, and capacity-building opportunities.

Overall Training Target – Total Number of Participants to be Skilled :

CSR interventions will support 497 EMRS schools across India, focusing on digital learning and student development. The initiative includes:

  • 4,000 Desktop Computers to enhance computer-based education
  • 4,000 UPS systems for uninterrupted power supply in digital classrooms
  • 1,500 Sanitary Napkin Vending Machines to support girl-child hygiene
  • 1,500 Sanitary Napkin Incinerators for safe and eco-friendly disposal
  • 4,000 Tablets with integrated coaching content for modern learning support
  • 50 Charging Carts to enable organized charging and mobility of devices
  • Mentorship for 15,000 students to build confidence and academic growth
  • Training for 500 teachers to upgrade teaching skills and digital readiness
  • 2,000 students selected for entrepreneurial boot camps to cultivate innovation and startup mindset

    • Eco-friendly incinerators for proper disposal and cleanliness.
  • Career Mentorship:
    • Competitive exam preparation support – NEET/JEE/NDA/CA/CS/SSC.
    • Mental health and motivation sessions for student well-being.
  • Teacher Capacity Building:
    • AI tools & digital literacy training for modern teaching.
    • Classroom management skills for improved learning outcomes.
    • Cyber safety & media literacy programs to enhance awareness.
  • Entrepreneurship Development:
    • Residential boot camps at IIT/IIM/NIT for business and innovation learning.

Training Duration :

  • The program features a 5-month Mentorship Program to ensure continuous expert support and skill growth.
  • Trainers will undergo 5 days of Residential Teacher Training to upgrade teaching quality and learning outcomes.
  • Participants will join a 1-week Residential Boot Camp focused on practical exposure and real-world applications.
  • All training centers will receive 2 years of Equipment AMC (Annual Maintenance Contract) to guarantee smooth and uninterrupted operations.
  • For CSR projects, the timeline will be finalized as per the approved DPR / project plan, ensuring proper implementation and timely delivery.

Funding Structure Explained :

Payment & Documentation Requirements:

  • Payments are linked to milestone completion, physical progress, and CSR donor fund release.
  • Funds will be released only after submission of mandatory evidence, including:
    • Photographs
    • Videos
    • Utilization Certificates (UC) & financial documents
    • Progress reports
    • Branding evidence

Security Deposit:

  • A 5% Performance Security is mandatory for each project.

Consequences of Non-Performance:

  • Blacklisting of the organisation
  • Recovery of advance amount with 9% interest
  • Termination of the project

Other Important Terms & Conditions :

  • The bid will remain valid for 120 days from the date of bid opening, and applications submitted after the valid period will not be considered.
  • All documents, data, and information created during the project will be the property of NCW, and cannot be used or shared without approval.
  • Applicants must ensure no conflict of interest at any stage of the project. Any conflict—whether hidden or discovered later—will lead to immediate disqualification.
  • In case of delays caused by unexpected or uncontrollable circumstances (Force Majeure), the training partner will not be held responsible.
  • Any dispute or disagreement will first be resolved mutually, and if unresolved, the matter will be taken to arbitration in Delhi under the Arbitration and Conciliation Act, 1996.
  • NCW reserves full rights to monitor training programs and verify quality standards at any time. The training partner is fully responsible for the safety and security of all participants during the training period.
