Introduction :

The Raising & Accelerating MSME Performance (RAMP) programme is a World Bank–supported Central Sector Scheme launched by the Ministry of Micro, Small and Medium Enterprises (MoMSME) to boost the growth, competitiveness, and resilience of MSMEs in India. The Government of Maharashtra has designated MSSIDC as the State Nodal Agency (SNA) to carry out this programme across the state.

Through this EOI (Expression of Interest), the government aims to collaborate with qualified and experienced organizations to train and place 15,000 candidates, helping strengthen the MSME workforce through focused skill development initiatives.

Purpose of the EOI (Expression of Interest) :

The main aim of this initiative is to empanel eligible Implementing Agencies (IAs) to deliver Skill Development Training under the Recruit-Train-Deploy (RTD) model. The objective is to build a skilled and industry-ready workforce for MSMEs in Maharashtra, helping businesses improve their productivity, efficiency, and competitiveness. The program emphasizes practical, hands-on training that leads to assured job placements for the trainees.

Tender Fees & Earnest Money Deposit (EMD) Details :

The tender document clearly states that there is no requirement for an Earnest Money Deposit (EMD) and no Tender Fees are applicable. All interested bidders are encouraged to submit their proposals strictly according to the specified eligibility conditions and technical guidelines.


Scope of Work – Project Responsibilities & Key Deliverables :

The selected training agencies will handle the complete implementation of the RTD (Recruit–Train–Deploy) Model from start to finish :

  • Industry Requirement Mapping: Connect and collaborate with MSMEs across Maharashtra to identify their skilled manpower needs.
  • Candidate Mobilization: Source and enroll a minimum of 50 participants per training batch before the start of each program.
  • Customized Curriculum Development: Design industry-oriented training modules focused on Industry 4.0 / Industry 5.0 technologies along with essential employability skills.
  • Training Delivery: Conduct an intensive 10-day (80 hours) practical training programme, including soft skills, in-plant exposure, hands-on learning, and industry interaction.
  • Deployment & Job Placement: Facilitate successful placement of trained candidates in UDYAM-registered MSMEs within Maharashtra.
  • Post-placement Tracking: Track employment status for 3 months and ensure that salary packages meet the revised Minimum Wages of Maharashtra (July 2025).

Training Partner Eligibility Requirements :

To participate in this program, the implementing agency must be a legally registered organization such as a Company, Trust, Society, LLP, NGO, or any similar entity. The major eligibility requirements are as follows :

  • Experience : The agency should have a minimum of 5 years of experience in skill development, capacity building, or similar training initiatives, preferably within Maharashtra.
  • Financial Strength : The organization must show a minimum average annual turnover of ₹20 Lakhs during the last three financial years (2022-23, 2023-24, 2024-25).
  • Successful Past Performance : The agency must have a proven track record of conducting RTD skilling programs, designing training curriculum, and successfully placing candidates in industrial sectors.
  • Candidate Outreach & Mobilization : A strong network within the Maharashtra MSME ecosystem is required, along with the capacity to mobilize at least 50 candidates per workshop.
  • Geographical Coverage : The training partner should be capable of organizing workshops across multiple locations in Maharashtra.
  • Resources & Infrastructure : The agency must have qualified trainers, adequate training infrastructure, and administrative systems to ensure smooth implementation.
  • Non-Blacklisting Requirement : A self-declaration confirming that the organization has not been blacklisted by any government authority is mandatory.

Eligibility Criteria and Empanelment Process for Applicants :

The selection process will follow a step-by-step evaluation system to ensure transparency and quality :

  • Screening & Document Verification: All submissions will be checked for accuracy and eligibility compliance.
  • Shortlisting for Technical Presentation: Agencies that meet the criteria will be shortlisted for the next phase.
  • Technical Presentation Round: Shortlisted agencies will showcase their skills, experience, and project methodology before the Evaluation Committee.
  • Final Selection: The committee will finalize agencies based on presentation performance, mutually accepted rates, and agreed terms & conditions.
  • Issuance of Empanelment Order: A formal empanelment confirmation will be issued to the selected agencies.
  • Award of Work Order: Agencies will receive specific Work Orders to execute training batches as per requirements.
  • Monitoring & Reporting: The MSSIDC will ensure continuous monitoring, progress tracking, and outcome reporting throughout the training program.

Who Can Apply – List of Eligible Beneficiaries & Applicant Categories :

  • Individuals who are looking for a job or want to upgrade their skills in the MSME sector across Maharashtra are eligible to apply.
    To qualify, candidates must be connected, trained, and placed in MSME units that hold a valid UDYAM Registration within Maharashtra.

Skill Development Targets & Primary Course Focus Areas :

  • Total Target: Training planned for 15,000 learners.
  • Batch Distribution: Program divided into 300 batches.
  • Batch Capacity: Each batch will include 40–50 candidates (not exceeding 50).
  • Course / Job Role Focus:
    • Skill development aligned with Industry 4.0 & Industry 5.0 technologies.
    • Emphasis on Employability Skills to enhance career opportunities.
  • Special Priority on Green Skills:
    • Training designed to support Green Skilling.
    • Focus areas include renewable energy and e-mobility sectors.

Training Duration & Funding Structure Explained :

  • Training Duration: Each batch will receive 10 days of skill training (total 80 hours) to ensure practical learning and job-ready outcomes.
  • Training Funding Support: A funding amount of INR 1,25,000 is provided for every batch of 50 trainees, which is equivalent to INR 2,500 per trainee.
  • This funding covers training venue, trainer honorarium, mobilization activities, learning content development, meals, and all other miscellaneous expenses required for smooth execution.
  • If a batch has less than 50 participants, the funding will be calculated individually at a fixed rate of INR 2,500 per trainee.

Secure & Transparent Payment Terms – Billing Rules & User Responsibilities :

Payments to empanelled agencies will be released only after submitting the mandatory supporting documents along with the invoice. The required documents include:

  • Comprehensive Training Report with geo-tagged photos and videos as proof of training activities.
  • Scanned Attendance Sheets duly signed by all participants.
  • Placement Records, including Offer Letters, Appointment Letters, and written acceptance from selected candidates.
  • A Placement Undertaking issued by the executing agency.
  • A complete MSME Beneficiary Database for verification and record purposes.

Final payment will be processed only after MSSIDC verifies and confirms that all training and placement outcomes have been successfully achieved to their satisfaction.

Other Important Terms & Conditions :

  • Empanelment Duration: The empanelment will remain valid up to March 2027.

  • Formal Agreement & Governance: A Memorandum of Understanding (MoU) will be signed between MSSIDC and the selected agencies before starting any work.
  • Performance Reporting: Agencies are required to submit quarterly impact reports, highlighting training outcomes and workshop results.
