Introduction :
The Karnataka Skill Development Corporation (KSDC), functioning under the Skill Development, Entrepreneurship and Livelihood Department, Government of Karnataka, has invited an Expression of Interest (EOI) from eligible private Vocational Training Providers (VTPs) to deliver skill training programs under the Chief Minister’s Kaushalya Karnataka Yojane (CMKKY). This initiative focuses on improving youth employability by offering structured, industry-relevant training aligned with market demand. The EOI forms a key part of the state’s long-term approach to developing a skilled workforce capable of meeting present and future employment needs across sectors.
About CMKKY Scheme :
The Chief Minister’s Kaushalya Karnataka Yojane (CMKKY) is designed to upskill youth across Karnataka through structured skill development schemes that improve employability. The initiative strengthens collaboration with private vocational training institutions to ensure effective and industry-relevant training delivery. All training programs are implemented in accordance with the National Skills Qualification Framework (NSQF), with a strong focus on job roles and Qualification Packs (QPs) aligned to current industry needs and mapped on the Skill India Digital Portal. This program creates a win–win ecosystem, enabling employers to access job-ready trainees and graduates while reducing training costs, thereby delivering long-term value to both industry partners and beneficiaries.

Purpose of the RFP (Request for Proposal) :
- The primary objective of this EOI is to empanel qualified training partners to deliver short-term skill development programs for the youth of Karnataka.
- Priority will be given to training Yuvanidhi beneficiaries, with the aim of enhancing employability and supporting sustainable livelihood opportunities.
Scope of Work – Project Responsibilities & Key Deliverables :
The empanelled VTPs will be responsible for:
- Register on the Kaushalkar portal under the CMKKY Scheme to participate in the program.
- Mobilize and select eligible candidates, giving preference to Yuvanidhi beneficiaries where applicable.
- Provide adequate training infrastructure and required equipment strictly as per CMKKY guidelines.
- Engage certified trainers holding valid Training of Trainers (ToT) certification.
- Ensure all training programs are aligned with the National Skills Qualification Framework (NSQF) and approved job roles.
- Achieve a minimum placement rate of 70% for successfully certified candidates in relevant industries.
- Maintain biometric attendance systems and integrate CCTV monitoring in accordance with KSDC specifications.
- Conduct assessment, certification, and post-placement tracking as prescribed in the official guidelines.

Tender Fees & Earnest Money Deposit (EMD) Details :
This Expression of Interest (EOI) does not require an Earnest Money Deposit (EMD) at the submission stage. However, selected Training Providers will be required to pay an accreditation fee of INR 50,000, along with an additional INR 10,000 for each approved job role. Training Providers already accredited with KSDC and holding active status are exempt from paying this fee.
Training Partner Eligibility Requirements :
Applicants must be legally registered entities, such as Proprietorships, Partnerships, Companies, LLPs, Societies, Trusts, or NGOs. To qualify, applicants must meet the following key eligibility requirements.
- Financial criteria require an average annual turnover of at least INR 5 lakh during the last three financial years (2022–23 to 2024–25).
- Trainer availability must be supported by valid and active ToT certificates issued by the relevant Sector Skill Councils for the proposed job roles.
- Infrastructure readiness includes adequate training centers with essential facilities, to be submitted through Annexure 6 along with geo-tagged photographs.
- Relevant experience should include a minimum of three work orders completed in the last five years, except for new training providers, for whom this condition is not applicable.
- Complete documentation is mandatory, including all prescribed annexures, a Letter of Intent from employers, a self-declaration of non-blacklisting, and verifiable past experience records.
Selection Process & Evaluation Criteria for Applicants :
- Proposals will be evaluated strictly on eligibility compliance and submitted documentation.
- KSDC reserves the right to accept or reject any proposal at its sole discretion, without assigning any reason.
- Shortlisted training providers will be required to complete accreditation as per CMKKY guidelines.
Empanelment Procedure :
- Empanelment will be valid for one year, subject to satisfactory performance and compliance with terms and conditions.
- Existing empanelled providers may propose training programs in up to five districts, while new applicants are limited to two districts.
Eligible Beneficiaries Criteria :
- Candidates must be domiciled in Karnataka to be eligible.
- Preference will be given to Yuvanidhi beneficiaries during the selection process.
- Applicants should have a valid Aadhaar card with an Aadhaar-linked bank account.
- Candidates must fulfil the qualification requirements prescribed by the respective Sector Skill Councils.
- Applicants who have already received training under CMKKY or PMKVY schemes will not be eligible.
- The selection process must strictly follow category-wise reservation norms as applicable.
Total Training Target Overview :
- The final number of trainees and approved job roles will be decided by KSDC based on industry demand and the proposals received.
- Applicants must recommend job roles aligned with NSQF standards, clearly mentioning QP codes, NSQF levels, and tentative targets as required in Annexure 2.
- All training programs should emphasize industry-relevant skills to improve employability and placement outcomes.
Program Duration Details :
- The empanelment period is one year, subject to extension or termination based on performance.
Funding Structure Explained with Condition :
Funding and cost norms will strictly align with the Common Cost Norms notification issued by the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India, ensuring full regulatory compliance and transparency.
Payments to Training Providers will be released in two installments:
- 50% of the payment will be released after the successful assessment and certification of candidates.
- The remaining 50% will be disbursed only after placement of at least 70% of the certified candidates, supported by documented proof of a minimum three months of employment, in line with CMKKY guidelines.
