Purpose of the EOI (Expression of Interest) :
- India is facing a major shortage of skilled manpower, resulting in a gap between industry requirements and job-ready youth.
- This Expression of Interest (EOI) aims to leverage idle and underutilized training infrastructure of government and private institutions.
- It focuses on implementing skill development programs across India to improve youth employability and workforce readiness.
- The initiative supports key sectors such as Agriculture, Telecom, Tourism, Education, Electrical, Rural Development, Cement, Mechanical, Health, and Housing.
- The objective is to strengthen India’s global workforce presence by creating a steady pipeline of skilled entry-level professionals.
Scope of Work – Project Responsibilities & Key Deliverables :
- Selected Service Providers (SPs) will deliver Professional, Employability, Skill, and Sponsored Training Programs through approved training facilities.
- SPs must provide modern infrastructure, including smart classrooms, teaching aids, tools, and training materials.
- SPs will deploy qualified, trained, and experienced teaching, support, and administrative staff to ensure quality delivery.
- SPs are responsible for promoting training programs by creating strong market and industry linkages.
- SPs must support job placement and employability outcomes, especially for urban youth.
- SPs will establish and sustain community support centers to strengthen local engagement and outreach.

Training Partner Eligibility Requirements :
- Eligible entity types include Proprietorships, NGOs, Registered Companies, and Partnerships with valid PAN and GST registration.
- Applicants must have at least 3 years of operational experience as of 31 October 2025.
- The organization should maintain an average annual turnover of ₹1.0 crore from skill development or training activities over the last three financial years.
- Adequate infrastructure is mandatory, with access to government-authorized or affiliated training premises, such as Colleges, ITIs, and SHG/FPO centers.
- Required documentation includes CA-audited financial statements for the past three years and a complete list of training centers with full addresses.
- The applicant must demonstrate full legal compliance and sound financial stability.

Empanelment Process Overview :
- Submission of EOI along with all mandatory documents, including Annexure-A, Annexure-B, and Annexure-C, is required for consideration.
- Eligibility scrutiny and infrastructure verification will be conducted through physical or virtual inspections, as applicable.
- Evaluation of applications will be carried out based on a defined scoring system.
- Letter of Acceptance (LOA) will be issued to successfully selected agencies.
- Empanelment validity will be for 3 years, with the option to extend up to 5 years subject to satisfactory performance.
Eligible Beneficiaries Criteria :
- Urban and rural youth looking for entry-level employment opportunities across various industries.
- Candidates from key sectors such as Agriculture, Telecom, Tourism, Education, Health, and other allied fields.
- Trainees sponsored under government skill development schemes aiming to enhance employability and job readiness.
Total Training Target Overview :
- The final quantity is not pre-defined and will depend on program-specific requirements and sponsor agency guidelines.
- Training volumes may change based on administrative decisions and operational conditions.

Program Duration Details :
- Initial contract duration will be three (3) years from the date of commencement.
- Contract extension may be granted up to five (5) years, subject to a satisfactory annual performance review.
Funding Structure Explained :
- No financial assistance will be provided by IGTR for infrastructure setup.
- Payments will be released only after funds are received from the sponsoring agency.
- For payment processing, submission of trainee applications, feedback forms, bills, and photographs (theory and practical sessions) is mandatory.
- TDS will be deducted as applicable, and any deductions made by the sponsor will be passed on to the SP.
- Payments will be processed strictly as per project-wise work orders.

Other Important Terms & Conditions :
- IGTR reserves the full right to modify, cancel, or split orders at any stage without prior notice.
- The security deposit will be refunded without any interest after the successful completion of all contractual obligations.
- Submission of false, misleading, or incorrect information may result in blacklisting and forfeiture of the security deposit.
- The decision of the General Manager, IGTR, Indore shall be final and binding in all matters.
- All training programs must strictly comply with IGTR and sponsor agency guidelines.
- Training targets and participant numbers may vary, and payments will be adjusted accordingly.
