The Department of Social Justice and Empowerment (DoSJE), under the Government of India, has announced an Expression of Interest (EoI) to empanel Training Partners (TPs) for the PM-SPECIAL Skill Development Scheme for the financial year 2025–26. This initiative aims to meet the growing demand for skilled geriatric and elderly caregivers across the country by addressing the existing gap in trained professionals. Through this EoI, the Department invites capable government and private training institutions to apply for empanelment and deliver skill training in designated job roles.

Purpose of the Expression of Interest (EoI) –

The main aim is to bring together trusted and skilled training partners who have strong teaching and physical facilities. This will help create a steady pool of certified caregivers who can provide quality care for the elderly-whether in care centres or at home-helping meet an important need in India’s healthcare and home care sectors.

Important Dates and Deadlines :

  • Expression of Interest (EoI) Release Date: October 9, 2025
  • Submission Deadline: Within 30 days from the release date. All proposals must be submitted by 5:30 PM on the last day.

Earnest Money Deposit (EMD) & Tender Fees :

  • EMD: The document does not mention any requirement for an Earnest Money Deposit (EMD).

Project Tasks and Responsibilities :

The empanelled Training Partners will be responsible for:

  • Provide skill training in the two specific job roles mentioned below.
  • Make sure the training program includes mandatory on-the-job training (OJT).
  • Conduct assessments and issue certificates according to the guidelines of the Ministry of Skill Development and Entrepreneurship (MSDE).
  • Help trainees get suitable jobs after completing the training.

Eligibility Criteria for Training Partners :

To be eligible, institutes must meet the following mandatory criteria:

  1. Registration: The organization must have been registered before 01st July 2020.
  2. Financial Turnover: An average annual turnover of more than Rs. 5 Crore for the last three financial years (2022-23, 2023-24, 2024-25). A CA-certified turnover certificate and positive net worth for these years are mandatory.
  3. Past Experience: Demonstrable experience in training and placing candidates in similar courses over the last three years (supported by Annexure-I & II and sanction orders from Government bodies).
  4. Accreditation: Must possess an up-to-date and valid Certificate of Affiliation/Accreditation for the specified job roles from the SMART portal of MSDE, valid as of the EoI submission deadline.
  5. Documentation:
    • Certificate of Incorporation.
    • PAN Card / GST Number.
    • For NGOs: Registration details on the NITI Aayog Darpan Portal.
    • Audited Account Statements for the last three years.
    • A notarized affidavit on a Rs. 100 stamp paper confirming the organization is not blacklisted by any Government authority.
    • An undertaking on letterhead regarding the authenticity of information (Annexure-III).

Selection & Evaluation Criteria :

  • The evaluation will be conducted by a duly constituted committee by the DoSJE.
  • Priority will be given to courses that mandate compulsory On-the-Job Training (OJT).
  • The committee’s decision on empanelment will be final and binding. No representations regarding the fixed criteria will be entertained.

Empanelment Procedure :

  • Institutes that meet the eligibility requirements need to submit a complete proposal in hard copy, following the given checklist.
  • All proposals will be reviewed based on the set eligibility and selection criteria.
  • After getting recommendations and approval from the concerned authority, an Memorandum of Agreement (MoA) will be signed between the Department of Social Justice and Empowerment (DoSJE) and the selected training institute.
  • The empanelment will remain valid for one year from the date it begins, and it can be extended for another year with approval.

Eligible Beneficiaries :

Trainees who will be enrolled and trained under the PM-SPECIAL scheme to become certified Geriatric Care Givers or Elderly Care Takers.

Total People to Be Trained :

Other Important Terms & Conditions :

  • Non-Binding EoI: This EoI is not an agreement and does not guarantee the allocation of any training targets. Institutes are advised not to create new infrastructure or hire manpower specifically for this scheme based on this EoI.
  • Right to Cancel: The DoSJE reserves the right to cancel the EoI, invite fresh proposals, or take a final decision on the award of work without assigning any reason.
  • Liability: The DoSJE will not be held liable for any claims, damages, or losses arising from an institute’s application or non-application to this EoI.
  • Rejection of Proposals: Proposals received after the deadline, without the R&I stamp, with incomplete documentation, or with expired/ invalid accreditation will be summarily rejected.
  • Blacklisting: Submission of any false or forged information will lead to the cancellation of empanelment and penal action as per the scheme guidelines.
