Introduction :
The National Institute of Social Defence (NISD), an autonomous body under the Ministry of Social Justice & Empowerment, Government of India, has invited proposals under Phase-II for FY 2025–2026 through its EOI for Skill Development Training. The initiative focuses on empanelment and collaboration with registered NGOs, CBOs, and private organisations to deliver training, awareness generation, and capacity-building programmes across selected States and Union Territories.
At the national level, NISD plays a key role in strengthening institutional capacities by implementing structured training interventions for government officials, civil society organisations, community stakeholders, and vulnerable groups, supporting inclusive and sustainable social development.

Purpose of the EOI (Expression of Interest) :
The primary objective of this Eoi for Skill Development Training is to:
- Competent organizations will be empanelled for a period of two years to ensure consistent and quality implementation.
- Online and offline training programmes will be designed and delivered to maximize access and effectiveness.
- The initiative aims to strengthen institutional and community-level capacities through structured learning interventions.
- National initiatives will be supported through focused training, awareness, and outreach programmes.
- The programme will help build skilled human resources among stakeholders engaged in social development and prevention-based interventions under Phase II.
Scope of Work – Project Responsibilities & Key Deliverables :
Under this Eoi for Skill Development Training, empanelled organisations will be responsible for:
- Conduct training and capacity-building programmes to strengthen skills and institutional capacity.
- Deliver awareness generation activities to improve outreach and participation.
- Organise online and offline training sessions to ensure wider accessibility and engagement.
- Work with diverse target groups, including government officials, community stakeholders, and vulnerable populations.
- Implement programmes in line with NISD guidelines and national objectives.
- Submit required reports and documentation as prescribed under the NISD Phase II Advertisement.

Tender Fees & Earnest Money Deposit (EMD) Details :

- Applicants are not required to submit any bid security along with the Phase II advertisement proposal.
- Tender Fees :

- Online submission is completely free of cost and will be accepted only through the Phase II advertisement process.
Training Partner Eligibility Requirements :
- Registered NGOs are eligible to apply under this programme.
- Community-Based Organisations (CBOs) actively working at the grassroots level are encouraged to participate.
- Private organisations with a proven operational background may also submit applications.
- Organisations having relevant experience in training, awareness, and capacity-building programmes will be given preference.
- Only organisations operational in eligible States and Union Territories notified under Phase-II will be considered.
Applicants must apply only for the States or Union Territories (UTs) that are specifically listed under the Phase_II_Advertisement.
Selection Process & Evaluation Criteria for Applicants :
The EoI for Skill Development Training will be evaluated in these points :
- Relevant organisational experience in executing similar projects and programmes.
- Proven experience in training and capacity building initiatives.
- Strong institutional capability and outreach to effectively implement activities at scale.
- Clear alignment with NISD objectives and program priorities.
- Completeness and overall quality of the proposal submission.
NISD’s decision on the selection process shall be final and binding for the Phase II advertisement, and no further correspondence or appeals will be entertained.
Empanelment Process Overview :
- Eligible organisations will be empanelled for a period of two years.
- Empanelment does not guarantee a work order or programme allotment.
- Programme allocation will depend on actual requirements, past performance, and geographical relevance.
- Selected organisations must strictly comply with NISD operational and reporting guidelines as per Phase II advertisement.
Eligible Beneficiaries Criteria :
Training programmes covered under this EOI are designed to focus on the following target groups:
- Government and state officials involved in public administration and policy implementation
- Police, judiciary, and law-enforcement agencies responsible for legal order and public safety
- NGOs and community organisations working at the grassroots and social development level
- Students, teachers, and parents engaged in education and awareness initiatives
- Vulnerable and at-risk groups requiring targeted outreach and support
- Industrial and transport workers across key employment sectors
- Recovered individuals and community volunteers contributing to Phase II outreach and awareness activities
Total Training Target Overview :
- The EOI does not mention a fixed numerical training target.
- Training targets will be determined by NISD based on programme requirements and approved proposals under Phase II Advertisement.
