Purpose of the EOI (Expression of Interest) :
UPSAICL is inviting eligible agencies, societies, and NGOs for empanelment to deliver training and capacity-building programs focused on farmers and agricultural stakeholders across Uttar Pradesh. This empanelment will be evaluated strictly on technical qualifications, and no financial proposal is required at this stage, ensuring a fair and expertise-driven selection process.
Scope of Work – Project Responsibilities & Key Deliverables :
The selected training agencies will handle the complete implementation of these :
- Empanelled agencies will be responsible for designing and updating training materials (audio, video, and print) in local languages.
- They must conduct one-day grassroots training sessions for 5–6 hours per day.
- They will mobilize participants and deliver participatory, outcome-based training.
- They must arrange venues, equipment, refreshments, and training materials for each session.
- They are required to coordinate with local government officials at the district, block, and Gram Panchayat levels.
- They must collect and submit geo-tagged photos, attendance, feedback, and reports to the designated portal/MIS.
- They are required to maintain both digital and physical records of all deliverables.
Training Partner Eligibility Requirements :
Pre-Qualification Requirements:
- Applicant must be a legally registered entity in India for minimum 3 years, and consortiums/JVs/partnerships are not permitted.
- Minimum average annual turnover/utilization of ₹5 crores is required.
- The bidder should not be blacklisted or debarred by any Government or PSU.
- At least 3 domain experts are required from the fields of Crop Husbandry, Agri-Marketing/Value Addition, Social Mobilization, IT/MIS, or Law/Accounts.
- A minimum of 20 resource persons with Graduate/Postgraduate qualification and 3+ years of experience must be available.
Technical Qualification:
- Minimum 2 years of experience in farmer mobilization or FPO promotion is required for technical qualification.
- Applicants must have experience in capacity building, and pre- and post-harvest training for FPOs or large farmer groups.
Desirable Qualifications:
- Experience in Uttar Pradesh in training or capacity building will be considered a desirable qualification.
- Experience across multiple states in similar agricultural training domains will add value.
- Hands-on experience in community-engaged training is preferred.
Documents Required :
- Registration certificate, MOA, AOA, PAN/TAN/FCRA must be submitted with the application.
- CA-certified turnover proof with UDIN is required.
- Audited balance sheets and IT returns for the last 3 years must be included.
- CVs and experience proofs of experts and resource persons are mandatory.
- Work orders, completion certificates, and past contract agreements must be submitted as supporting documents.
- Notarized self-declaration confirming no blacklisting or debarment (Annexure 1) is required.
- List of trainers/resource persons must be attached (Annexure 2).
- Consent letters from key experts must be provided (Annexure 3).
- Undertaking on non-blacklisting on ₹100 stamp paper must be submitted (Annexure 4).
Eligibility Criteria and Empanelment Process for Applicants :
The selection process will follow a step-by-step evaluation system to ensure transparency and quality :
- Turnover (5 marks): ₹5–10 Cr earns 3 marks, and above ₹10 Cr earns 5 marks.
- Training-specific turnover (10 marks): Up to ₹3 Cr earns 2 marks, and above ₹4 Cr earns full 10 marks.
- Training delivery (10 marks): Requires a minimum of 10,000 man-days/participants trained in the last 3 years.
- Experience (15 marks): Includes experience in Uttar Pradesh, multi-state operations, and community-based training programs.
- Past projects (5 marks): Requires at least one similar project executed for a Central or State Government in the last 3 years.
- Manpower (15 marks): Must include qualified experts and professional trainers.
- Technical presentation (40 marks): Should highlight organizational profile, project understanding, training methodology, and expected outcomes.
- Minimum qualifying score: 70 marks is required to move forward.
Training Duration & Funding Structure Explained :
- Only empanelled agencies will receive an invitation to submit financial bids.
- Work allocation will be based on L1, L2, and L3 ranking as per the defined margin criteria.
- L2 bidders must be within 10% of L1 to be considered for allocation.
- L3 bidders must be within 15% of L1 to qualify under the allocation criteria.
- UPSAICL reserves the right to negotiate with agencies that fall within the approved margin limits.
Application Submission Process & Communication Address :
- Submit only through https://etender.up.nic.in.
- Use prescribed annexures and formats.
- All pages must be numbered, signed, stamped.
- Do not mention prices in the technical proposal.
- Incomplete or improperly formatted submissions will be rejected.
Other Important Terms & Conditions :
- Agreement period is 1 year, and may be extended based on performance.
- Use of UPSAICL’s name or logo is strictly prohibited without prior written approval.
- Empanelment does not guarantee work, and a formal agreement must be signed before assignment of any project.
- UPSAICL may terminate empanelment in cases of false information, poor performance, or ethical violations.
- All intellectual property and data created or shared during the project will remain the exclusive property of UPSAICL.
- Any dispute will be settled under the Arbitration Act 1996 in Lucknow.
- The governing law will be Indian law, and Bhopal courts will have jurisdiction.
