The Uttar Pradesh Skill Development Mission (UPSDM) 2026, functioning under the Department of Vocational Education, Skill Development & Entrepreneurship, Government of Uttar Pradesh, has released a Request for Empanelment (RFE) inviting proposals from eligible Private Training Providers. This EOI for skill development training aims to empanel qualified partners to deliver short-term skill programs across all districts of Uttar Pradesh, with a strong emphasis on new-age technologies, digital skills, green skills, and future-oriented sectors. The skill tender follows a continuous, date-neutral process, enabling applicants to submit proposals at any time unless the empanelment is formally withdrawn.

Purpose of the RFP (Request for Proposal) :

The main objective of this skill development RFP is to onboard capable Private Training Partners who can deliver high-quality training programs for the youth of Uttar Pradesh. The initiative aims to improve employability, support sustainable job opportunities, and bridge skill gaps in emerging and in-demand sectors. All training activities will be implemented under approved government-sponsored schemes, in line with both state-level and national skill development policies and guidelines.


Scope of Work – Project Responsibilities & Key Deliverables :

Empanelled PTPs will be responsible for end-to-end implementation, including:

  • Mobilization and counseling activities will include awareness campaigns, candidate registration, and career guidance support.
  • Training delivery must follow NCVET, SSC, or UPSDM–approved curricula and be conducted at fully equipped training centers with biometric attendance, CCTV surveillance, laboratories, and other required infrastructure.
  • Placement must be ensured within three months of training completion in the same sector, in line with applicable state minimum wage norms.
  • Post-placement tracking of placed candidates must be carried out for a minimum period of nine months.
  • All activities must comply with UPSDM guidelines, scheme-specific norms, and mandatory reporting through the prescribed MIS system.

  • Evaluation Period: Within one month from proposal submission.
  • Agreement Signing: Post State Executive Committee (SEC) approval.
  • Work Commencement: Within 30 days of agreement signing and work order issuance.

Tender Fees & Earnest Money Deposit (EMD) Details :

  • RFE document fee is ₹10,000 (non-refundable) and must be paid online to the UPSDM account. The UTR or payment receipt must be submitted along with the proposal.
  • Earnest Money Deposit (EMD) of ₹1,00,000 is required through Demand Draft, Banker’s Cheque, RTGS, or NEFT in favour of Uttar Pradesh Skill Development Society, payable at Lucknow. The EMD will remain valid for three months and must be extended if the selection process goes beyond this period.
  • Performance Guarantee (PG) of ₹2,00,000 per allotted district must be submitted as a Bank Guarantee after issuance of the Letter of Invitation (LoI).

Training Partner Eligibility Requirements :

Applicants must be legally registered entities, such as Proprietorships, Partnerships, Companies, LLPs, Societies, Trusts, or NGOs. To qualify, applicants must meet the following key eligibility requirements.

  • Legal status must be as a registered entity, including company, partnership, society, trust, or proprietorship, with a minimum operational history of more than three years.
  • Financial capability requires an average annual turnover of ₹1.00 crore from training activities during the last three financial years, along with a positive net worth.
  • Technical capability should demonstrate training of at least 500 candidates in New Age, Digital, Green, or Future Skills sectors within the previous year.
  • Placement capability mandates a minimum 50% placement rate of trained candidates in relevant industry sectors.
  • Operational presence must include operations in at least one state with a minimum of two functional training centers.
  • Required documentation includes audited financial statements, self-declarations, trainee and placement data in CD format, and all supporting evidence.

Selection Process & Evaluation Criteria for Applicants :

Proposals will be evaluated based on:

  • Applicants must meet all eligibility requirements as specified in the guidelines.
  • Financial and technical capability documents must be submitted for evaluation.
  • A proven placement performance record will be considered during assessment.
  • Relevant operational experience and adequate infrastructure are required for eligibility.
  • Final selection and approval will be granted by the State Executive Committee (SEC).

Empanelment Procedure :

  • Proposals must be submitted physically or by post to the Mission Director, UPSDM, Lucknow.
  • UPSDM will evaluate all proposals, and eligible submissions will be placed before the SEC for consideration.
  • Private Training Providers approved by the SEC will receive a Letter of Invitation (LoI).
  • Selected PTPs must submit the required Performance Guarantee and sign the agreement within 7 working days of LoI issuance.
  • Project activities must commence within 30 days from the date of agreement signing.

Eligible Beneficiaries Criteria :

  • Youths and semi-skilled workers seeking employment-oriented skill development opportunities.
  • Students from diverse educational backgrounds looking to enhance their practical and industry-relevant skills.
  • Individuals interested in skill training in emerging areas such as New Age Technologies, Digital Skills, Green Skills, and other future-ready domains.

Total Training Target Overview :

  • Targets will be allocated by UPSDM based on state-level requirements and will be officially communicated through work orders after empanelment.

Key Job Roles and Priority Skill Areas :

  • Training programs will focus on new-age technologies, digital skills, green jobs, and future-ready skill sectors aligned with industry demand.
  • The key sectors covered include IT-ITeS, Aerospace, Automotive, Electronics, Healthcare, Telecom, Agriculture, and Green Energy, among others.
  • A comprehensive list of 192 courses across 19 sectors is provided in Annexure A for detailed reference.

Program Duration Details :

  • The initiative covers short-term training programs designed in line with NCVET and Sector Skill Council (SSC) guidelines.
  • The program may also include upskilling modules and Recognition of Prior Learning (RPL) components, wherever applicable.

Funding Structure Explained with Condition :

Payments to Training Providers will be released in these terms:

  • The project will be funded through State Skill Development Fund (SSDF), Project PRAVEEN, UPNEDA, and other approved government schemes.
  • Payments will be released in installments linked to training, assessment, and placement milestones, within 30 days of submission of an error-free invoice.
  • Training costs will be calculated on a per-hour basis as per Government of Uttar Pradesh Common Cost Norms.

Other Important Terms & Conditions :

  • The proposal will remain valid for 180 days from the date of submission.
  • Empanelment will be granted for an initial period of two financial years, excluding the year of agreement signing.
  • Subcontracting or franchising is strictly prohibited.
  • Performance will be reviewed on an annual basis.
  • A performance score of 40 or below may result in de-empanelment.
  • Non-compliance, fraud, or unethical practices may lead to blacklisting.
  • The engagement will be governed by Indian law.
  • Legal jurisdiction will lie with the courts of Lucknow.
  • UPSDM reserves the right to amend terms or cancel the RFE at any stage.
