Introduction :
The Bihar Skill Development Mission (BSDM) invites Expressions of Interest (EOI) from eligible Industry Partners, Sector Skill Councils, Industry Associations, and Recognized Academic Institutions for the establishment and operation of Mega Skill Centers (MSCs) across divisional headquarters in Bihar. This strategic initiative is part of the 7 Nischay Programme, designed to empower youth through skill development, enhance employment opportunities, and promote entrepreneurship across the state.

Purpose of the EOI (Expression of Interest) :
- Bridge the skill gap by aligning industry requirements with the existing training ecosystem.
- Set up state-of-the-art skill centers equipped with modern laboratories and industry-aligned curricula.
- Deliver hands-on training through live projects and strong industry linkages.
- Improve employability of Bihar’s youth for both domestic and global job markets.
- Promote sustainable skill development through effective public–private partnerships.
Scope of Work – Project Responsibilities & Key Deliverables :
The selected agency will:
- Establish and operate Mega Skill Centers in approved sectors and designated locations.
- Set up advanced training laboratories, along with IT infrastructure and modern learning facilities.
- Deliver NSQF-aligned and industry-relevant skill training to enhance employability.
- Provide qualified trainers, updated course curriculum, e-learning resources, and practical training kits.
- Ensure end-to-end skilling support, including mobilization, training, assessment, certification, and placement.
- Create strong industry linkages to support internships and sustainable job placements.
- Maintain, upgrade, and modernize infrastructure continuously throughout the project duration.

Tender Fees & Earnest Money Deposit (EMD) Details :
- Document fee of ₹5,000 is applicable and is non-refundable under all circumstances.
- The fee must be paid through a Demand Draft drawn in favour of “Bihar Skill Development Mission”, payable at Patna.
- Earnest Money Deposit (EMD) is not specified at the EOI stage and is expected to be detailed during the RFP phase.
Training Partner Eligibility Requirements :
- The applicant must be a legally registered entity (such as Company, Trust, Society, LLP, or similar) with a minimum of 10 years of continuous registration.
- The organization must be a recognized Industry Partner, Sector Skill Council, Industry Association, or Academic Institution.
- The bidder should have an average annual turnover of at least ₹20 crore during the last three financial years (2022–23 to 2024–25).
- A minimum of 5 years of proven experience in skill development, vocational training, or employee capacity building is mandatory.
- The entity must possess ISO 9001, ISO 21001, ISO 29990, or an equivalent quality certification.
- The applicant must not be blacklisted by any Central or State Government authority or PSU.
Selection Process & Evaluation Criteria for Applicants :
- Shortlisting will be done based on the EOI submission and eligibility evaluation.
- Final selection will take place at the RFP stage through a weighted evaluation process, covering both the Technical Proposal and Financial Proposal.
- Past experience, financial strength, infrastructure planning, and industry linkages will be treated as key evaluation parameters for final assessment.
Empanelment Process Overview :
- A separate EOI must be submitted for each sector and location, enclosed in sealed envelopes.
- Each EOI submission must contain one original and one copy, placed in separate envelopes.
- Only shortlisted applicants will be invited to participate in the RFP stage.
- Empanelment does not guarantee work allocation, and assignments will be offered as per requirements.
Eligible Beneficiaries Criteria :
- The program is designed for youth from Bihar who are actively seeking skill development and employment opportunities.
- Special focus is given to school dropouts, unemployed graduates, and women candidates to enhance inclusive workforce participation.
- Priority will be provided to applicants from rural areas and economically weaker sections, ensuring equitable access to skill training.

Program Duration Details :
- The initial contract duration will be two years from the date of award.
- The contract is extendable by an additional one year, subject to satisfactory performance and compliance.
Funding Structure Explained :
- BSDM will provide training space at Government ITIs or other designated locations for program implementation.
- The selected agency must invest in infrastructure, equipment, qualified trainers, and all operational expenses required for smooth execution.
- Payment terms and disbursement conditions will be clearly defined in the RFP and are likely to be linked with milestones, placements, and overall performance.

- The EOI will remain valid for 180 days from the date of official publication.
