Introduction :
The Rajasthan Skill and Livelihoods Development Corporation has invited an Expression of Interest for the Mukhya Mantri Nari Shakti Kaushal Samarthya Yojana (MNSKSY) for the financial year 2025–26. This skill development initiative focuses on empanelling eligible Project Implementing Agencies to deliver structured training programs for 5,000 girls and women across Rajasthan, with the objective of improving employability, building job-ready skills, and strengthening long-term livelihood opportunities.

Purpose of the RFP (Request for Proposal) :
- Empanel 41 Project Implementing Agencies (PIAs), including 29 from the skill category and 12 from the non-skill category.
- Deliver industry-relevant training programs designed for unemployed and underemployed women.
- Improve employability and promote wage as well as self-employment opportunities.
- Support women from marginalized communities through targeted and outcome-oriented skill initiatives.
Scope of Work – Project Responsibilities & Key Deliverables :
Empanelled PIAs will be responsible for end-to-end implementation, including:
- Establish Skill Development Centers in the allotted districts as per project guidelines.
- Deliver skill training across key sectors such as healthcare, beauty and wellness, retail, logistics, IT-ITES, handicrafts, solar, and apparel.
- Ensure placement outcomes for at least 50% of trained candidates, including wage employment and work-from-home opportunities.
- Implement biometric attendance systems, including AEBAS and IP-based facial recognition, to ensure transparency and compliance.
- Provide uniforms, training materials, and continuous post-placement tracking to support candidate success.

Tender Fees & Earnest Money Deposit (EMD) Details :
- Proposal processing fee is ₹30,000 and is non-refundable, while Government bodies and PSUs are exempted from this payment.
- Earnest Money Deposit of ₹1,00,000 is refundable and does not apply to Government organizations or PSUs.
- A security deposit of ₹2,50,000 per Skill Development Center is required after selection.
Training Partner Eligibility Requirements :
- The applicant must be a legally registered entity, such as a proprietorship, partnership, company, society, trust, or recognized educational institution.
- The applicant should have a minimum of three years of operational experience in the relevant domain.
- Financial Criteria:
- Skill category applicants must have an average annual turnover of ₹50 lakh, generated from skill development or placement-linked projects.
- Non-skill category applicants are required to show an average annual turnover of ₹50 lakh, earned from other eligible business activities.
- Training infrastructure must include self-owned or leased centers with the capacity to accommodate at least 30 trainees.
- Applicants must not be blacklisted by any government authority or donor agency.
Selection Process & Evaluation Criteria for Applicants :
Proposals will be evaluated based on:
- The evaluation matrix carries a total of 100 marks and assesses key factors such as financial turnover, number of Skill Development Centers (SDCs), trainee placements, placement tie-ups, women-focused programs, and preference for Category ‘A’ districts.
- In case of a tie in scores, preference will be given to bidders with higher turnover, greater training capacity, stronger placement performance, and earlier bid submission.
Empanelment Procedure :
- Online applications must be submitted through the RSLDC portal using a valid SSO ID.
- All proposals will undergo a desk appraisal conducted by the RSLDC evaluation committee.
- Eligible applicants will be shortlisted, followed by the issue of the Empanelment or Sanction Order.
- A Memorandum of Understanding will be signed, and the Skill Development Center must be established within 30 days.
- Training programs will begin after the successful completion of all formalities.
Eligible Beneficiaries Criteria :
- The scheme is open to girls and women aged 16 to 50 years who are permanent residents of Rajasthan.
- Preference will be given to applicants from widows, divorced or single women, BPL families, SC/ST communities, women affected by violence, SHG members, and other economically weaker sections.
- Male candidates are not eligible to apply under this scheme.
Total Training Target Overview :
- A total of 5,000 girls and women across Rajasthan will be covered under this initiative, ensuring wide outreach and inclusive participation throughout the state.
Key Job Roles and Priority Skill Areas :
Training will be offered in the following sectors:
- Healthcare (e.g., General Duty Assistant)
- Beauty & Wellness (e.g., Beauty Therapist, Hair Stylist)
- Apparel (e.g., Fashion Designer, Tailor)
- Retail (e.g., Retail Sales Executive)
- Logistics (e.g., Warehouse Associate)
- IT-ITES (e.g., Data Entry Operator)
- Handicrafts & Carpet (e.g., Hand Embroidery)
- Solar Energy (10% reserved target)
Program Duration Details :
- The project duration will be 1 year, with the option to extend the term based on performance and outcomes.
Funding Structure Explained with Condition :
Payments to Training Providers will be released in these terms:
- Course Cost per Hour per Trainee:
- Category I: ₹46.70
- Category II: ₹40.00
- Category III: ₹33.40
- Payments linked to training delivery, assessment, and placement outcomes as per RSLDC guidelines.

- A hard copy of the application must be submitted to the RSLDC office within five days of the online submission date.

Other Important Terms & Conditions :
- Joint ventures and special purpose vehicles are not permitted under this process.
- Sub-letting or franchising of the allotted work is strictly prohibited.
- Districts allotted to an applicant are final and cannot be changed at any stage.
- RSLDC reserves the right to amend the guidelines, reject any proposal, or terminate the process without notice.
- All legal matters arising from this process will fall under the jurisdiction of Jaipur, Rajasthan.
